The government has implemented the fourth phase of the Graded Response Action Plan (GRAP) to control the toxic air in and around Delhi. A third phase was implemented before this, which included several restrictions. Now after the fourth phase the restrictions have been increased. 1- What is step 4 of GRAP? How different is it from 3 and 2?

Phase-4 is high level planning. In this, along with the restrictions of phase 3 and 2, some other restrictions are also added. The government has added many restrictions in the Group-4 scheme. For example, there will be a ban on entry of vehicles other than LNG/CNG vehicles in Delhi. Apart from this, the entry of small vehicles other than EV/CNG/BS-V diesel into the capital will be prohibited. Only vehicles providing essential goods/services will be allowed entry. Medium and heavy diesel vehicles will not get entry. Apart from this, there will be a ban on construction and demolition activities of projects like highways and pipelines. Hot mix plants, brick kilns and stone crushers will also be banned.

2- How will education be conducted from 1st to 12th class, will colleges open?

Students in Delhi have been given the option of online studies. Schools upto 5th standard have been ordered to remain closed till November 10. Online classes will be conducted in schools from 6th to 12th standard. Delhi Government Education Minister Atishi has confirmed this. Along with this, instructions have been given to sprinkle water in the premises of colleges and universities. If not, action will be taken. The District Magistrate has also issued a circular in this regard. However, no such instruction has been given regarding colleges and universities. Studies are going on there.

3- Work from home work?

The government may decide to allow 50 percent presence of employees in government and private offices and work from home for the rest. However, no decision has been taken by the government. The Aam Aadmi Party had said to take a decision on it in the press conference to be held on Monday afternoon but did not make any announcement on it. In view of the increasingly toxic air, the central government may also decide to allow employees to work from home.

4- Will I be able to go to office in my car?

The Delhi government has banned BS-3 petrol and BS-4 diesel vehicles. If your vehicle falls into these categories, it will be banned. These restrictions will apply not only in Delhi, but also in Gurugram and Faridabad in Haryana, Ghaziabad and Noida in Uttar Pradesh.

If you have a BS6 certified car, SUV or two-wheeler then you are free to drive it. Apart from this, no restrictions have been imposed on CNG or electric vehicles. Chief Minister Arvind Kejriwal has decided to implement odd-even in Delhi on Monday.

5- What can and cannot be found in the restaurant?

If you are going to eat in a hotel or restaurant, be aware that coal and wood burning ovens will be prohibited. Therefore, the food prepared by it may not be available. This decision has been taken in view of the pollution caused by burning coal and wood.
