Confirmation in the investigation, double the estimate of farmers’ schemes in Jharkhand, but no action

In the investigation conducted by the government, it has been confirmed that the estimates of schemes related to farmers have doubled. No evidence was found of any farmer paying his share in the structure prepared for floriculture and pest-free vegetable cultivation. Despite this, infrastructure was created for farming.

The company engaged in making the structure made profit by reducing the size of the structure. In Dumka district, the Agriculture Department had issued an order for investigation in August 2021 after complaints of disturbances in the construction of infrastructure for the cultivation of flowers and insect-free vegetables. In the light of the government’s order, the then DC of the district formed a committee to investigate. Additional Collector Shyamnarayan Ram, Executive Engineer Uday Kumar Singh and Joint Agriculture Director Ajay Singh were included in the committee.

The committee submitted its report to the government in April 2022. But till now no action has been taken against anyone. The committee selected all the registered schemes for investigation of the complaint and carried out site inspection. The committee found in the investigation that the work of construction of infrastructure for floriculture and pest-free vegetable cultivation was done by M/s Shashanka Agrotech.

During the investigation, the company was found to have paid only the amount of government share in lieu of infrastructure construction. No evidence was found of any farmer paying his share amount. The construction of the structure was found to be less than the prescribed area.

Case-4

Diva Kant Kumar of Vogli village, Thekchaghongha panchayat of Jarmundi block was selected as the beneficiary. In the year 2019-20, the structure for flower cultivation was to be constructed at a cost of 13.20 lakhs. During the investigation, instead of 1000 square meters, 980 square meter structure was found. Gerbera cultivation was found in the structure. In lieu of construction of the structure, only the government share amount of 6.20 was paid. Proof of payment of farmer’s share amount was not found.

Case-5

Renu Devi, wife of Diva Kant, was selected as the beneficiary. The infrastructure for floriculture was to be created in 2016-17 at a cost of 7.10 lakhs. The structure (lattice, pipe etc.) was found in dilapidated condition. 50 percent of the cost was to be given by the farmer and 50 percent by the government. The structure was not being used by the beneficiary. In lieu of the construction of the structure, only the government’s share amount of 3.55 lakhs was paid. No proof of payment of farmer’s share was found.

Case-6

Ram Jeevan Manjha, a resident of Sukhjora village of Jarmundi block, was selected as the beneficiary. The structure for insect free vegetable was to be constructed at a cost of three lakhs. 75 percent of the cost was to be paid by the government and 25 percent by the farmer. During inspection the structure was found to be in good condition. However, farming was not done. In lieu of the construction of the structure, the government share amount of Rs 2.25 lakh was paid. No evidence was found of payment of the farmer’s share of Rs 75 thousand.

Case-01

Ravindra Nath Gorai (Raneshwar block, village Banskuli) was selected as the beneficiary for infrastructure for flower cultivation at a cost of 13.20 lakhs. During the investigation, cultivation of Gerbera flowers was found. The construction of the structure was found to be 820 square meters instead of 1000 square meters. No evidence was found of the farmer paying his share of Rs 6.20 lakh. The structure was built only with the amount of government share.

Case-02

Upali Prakash, a resident of Banskuli village of Raneshwar block, was selected as a beneficiary. The poly house was to be constructed in 2019-20 at a cost of 9.80 lakhs. During investigation, a structure of 200 square meters was found. Farming was not happening in the structure. 75 percent of the cost was to be given to the government and 25 percent to the farmer. In the investigation only the details of the payment of the government amount were found. No proof of payment of farmer’s share was found.

Piyush Parimal was selected as the beneficiary of infrastructure for flower cultivation at a cost of 13.20 lakhs in Jarmundi Block, Sukhjora Village, Bishanpur Tola. 50 percent of the total cost was to be given to the government and 50 percent to the farmer. The structure was constructed in the financial year 2020-21. In the investigation, instead of 1000 square meters, the construction of the structure was found on 896 square meters. The structure is being used by the beneficiary. Proof of payment of farmer’s share amount was not found. That is, the structure was built only with the amount of the government’s share.
