In this difficult time, the central government has released financial help to the states. Meanwhile, the central government has taken over Punjab in which 22 state governments are being given Rs 7,532 crore. Punjab has also been included in it.
The amount has been released as immediate assistance to the states without waiting for the utilization certificate of the amount provided to the states in the previous financial year in view of heavy rains. A State Disaster Response Fund (SDRF) has been constituted in each state under Section 48(1)(a) of the Disaster Management Act, 2005.
The Central Government contributes 75% of the SDRF to the ordinary states and 90% to the North-Eastern and Himalayan states. The annual central contribution will be released in two equal installments as recommended by the Finance Commission.
As per the instructions, the funds are released on receipt of utilization certificate of the amount released in the previous installment and report from the State Government on the activities carried out by SDRF but this time in view of the circumstances while releasing this package. These conditions have been waived.
SDRF is used to meet the expenses of providing immediate relief to the victims of notified calamities like cyclone, drought, earthquake, fire, flood, tsunami, hailstorm, landslide, avalanche, cloudburst, insect attack and frost and cold wave. goes Distribution of SDRF funds to states is based on various factors like past expenditure, region, population.
