Bureau report : Apart from the Sikh Gurdwara Amendment Act 2023, the Bhagwant Mann government is bringing another bill in the special session of the Vidhan Sabha, which is likely to increase the conflict with the Governor and the Centre. According to this bill to be brought by the government, the chancellor of the universities will now be the chief minister, while according to the current law, the governor is the chancellor. After the passage of this bill, the chancellor of 13 universities of the state will be the chief minister. But the big question is whether the Governor will approve this bill passed by the Legislative Assembly. The Governor is already angry with the government regarding the special session of the Vidhan Sabha, in which case he can stop it citing the law. There has been a lot of controversy between the Hon’ble government and Governor Banwari Lal Purohit regarding the appointments of VCs of universities during one and a half years.
When Chief Minister Bhagwant Mann appointed the Vice Chancellor of Punjab Agricultural University and Baba Farid University last year, the Governor rejected it and directed the Chief Minister to send a panel for the Vice Chancellor. After which there was a lot of conflict between the Hon government and the Governor. In the same month, when the Vice Chancellor of Baba Farid University was to be appointed, the Hon’ble government had to send a panel to the Governor, after which the Governor sealed it. The big question is whether Congress, Akali Dal will support the government on this bill.
