Portugal Launches Innovative AI-Driven Citizenship Application System

An Artificial Intelligence tool will now help applications for Portuguese nationality to be done online, following the validation of the authenticity of the documents.

The New Portal of the Ministry of Justice will help accelerate the application process for nationality and also facilitate the technical procedures. It has been noted that in the first phase of the project, the online application must be done by representatives, SchengenVisaInfo.com reports.

The new changes mean that the documentation will be validated by Artificial Intelligence tools that do not require manual verification of documents by the Institute of Registration and Notary Affairs (IRN).

The new tool aims to reduce the time of the request and also avoid trips to the counter.

The government announced that the online application for Portuguese nationality is eligible on the Justice Portal for representatives registered with the Bar Association and the Order of Solicitors and Enforcement Agents.

โ€œThe service, launched on February 17, exclusively for professionals, allows, in a completely dematerialized way, to deliver nationality requests together with the mandatory documentation, make payments, monitor the status of processes, complete and correct information without the need to go to a counter of the Registry,โ€ the statement reads.

The government said that in the initial phase, the service includes requests from citizens aged 18 and over who wish to have Portuguese nationality through legal residence in this country for at least five years and also through marriage to a national of Portugal.

Authorities in Portugal aim to extend the service to all types of nationality requests until March 17.

โ€œNationality requests will also benefit from an automatic validation tool for the authenticity of documents using artificial intelligence, developed as part of the presentation of the Govtech Justice Strategy. This functionality will help to increase the response capacity of the services, speeding up one of the most time-consuming stages of these processes,โ€ the statement reads.

According to Portugal officials, the dematerialization of orders will also improve the efficiency of the response, thus reducing face-to-face services and the receipt of paper orders.

In order to use the platform, it is required authentication with a professional order certificate as well as a digital signature to validate the professional quality of the representative. All those who do not have a representative are required to submit the application for Portuguese nationality together with the additional needed documentation to a Registration service with a Nationality country.

For a period from 2010 until 2016, the Instituto dos Registos e do Notariado (IRN) registered an average of 100,000 applications for nationality per year, which increased notably in the last five years, according to the figures provided by the Ministry of Justice.

The same noted that civil registries received nearly 200,000 applications in 2021, while last year there were days when there were recorded 3,000 applications alone.
