In the investigation conducted by Anurag Verma, it has come to light that large-scale irregularities were committed by Kuldeep Singh. Kuldeep Singh was posted as ADC (D) Pathankot on 24-2-2023 which was a Friday. He was to retire on 28-2-2023 i.e. Tuesday. Therefore, he listed the case for hearing on the next working day i.e. 27-2-2023 (Monday). Kuldeep Singh pronounced the judgment of the case in favor of the private petitioners only on 27-2-2023. He did not consider it necessary to give any opportunity to the Gram Panchayat to bring its evidence on record.
It is clearly stated in the investigation report that in such cases all the deposits from 26th January 1950 till now should be investigated. Kuldeep Singh did not bother to bring these depositions on record. It was found that the irregularities committed by him were prima facie deliberate and culpable as the Collector in exercise of his powers was well aware that he (Kuldeep Singh) was retiring on 28.02.2023. Just 24 hours before his retirement, he decided a case involving 734 kanal 1 marla (91.75 acres) of land in favor of private individuals and the collector’s action costing crores of rupees to the gram panchayat.
Verma has directed the Rural Development and Panchayat Department to take disciplinary action against Kuldeep Singh under Rule 2.2 (b) of the Punjab Civil Services Rules. He has also instructed the department not to give the retirement benefits due to Kuldeep Singh as required under the rules.
