Bureau report : An ordinance was brought by Himachal Pradesh to collect water cess from Punjab and Haryana. But now the plans of Himachal have gone awry. The central government issued a letter warning the Himachal government saying that if they impose water cess, all the grants will be stopped. Haryana Chief Minister Manohar Lal’s Principal Secretary V Umashankar has confirmed the Centre’s decision.

In the letter sent by the central government to Himachal, it is written that you cannot violate any inter-state agreement and also cannot impose any kind of water cess. If Himachal does this, the central government will stop the funds provided by the central government. However, there has been no statement from the Himachal government regarding the Centre’s letter.

The decision was taken to increase the income of Himachal

The Chief Minister of Himachal Pradesh, Sukhwinder Singh Sukhu, worried about the poor financial situation, imposed water cess on the generation of hydropower. Neighboring states of Uttarakhand and Jammu and Kashmir were referred to while imposing cess. There are 175 power schemes in Himachal Pradesh on which the government wanted to collect 700 crores by imposing water cess.

Punjab and Haryana protested

The water cess of Himachal Pradesh was opposed by both the states of Punjab and Haryana. The Chief Ministers of both the states had opposed it in the budget session. CM Manohar Lal has discussed this with the central government. Chief Minister Mann had also opposed it before the Centre. However, after Punjab’s objection, Himachal Chief Minister Sukhwinder Singh Sukhu also held a meeting with CM Hon.
