Punjab Chief Minister Bhagwant Singh Mann today ordered all the Deputy Commissioners to ensure smooth procurement of paddy in the markets of their respective districts and to ensure immediate lifting of the crop.

Presiding over a meeting to review the progress of paddy procurement and lifting at Punjab Bhavan here today, the Chief Minister made it clear that no laxity would be tolerated in the discharge of this duty.

He said that the produce of the farmers should be bought as soon as possible and its lifting should be done immediately for their convenience. Bhagwant Singh Mann said that the Punjab government is committed to the smooth procurement of paddy and it is the duty of the officials to properly implement this decision of the government.

The Chief Minister also asked the Deputy Commissioners to visit 7-8 mandis daily to take stock of the overall operations at the ground level. He said that the officials should continuously visit the grain markets in their respective districts and submit a daily report for monitoring. Bhagwant Singh Mann also asked the Deputy Commissioners to keep a close eye on the procurement operations so that the crop does not pile up in the markets and its lifting can be ensured at the earliest.

The Chief Minister asked the officials to hand over the daily report of arrival, purchase and payment of paddy crop to him personally. Bhagwant Singh Mann said that the state government has already made adequate arrangements to ensure that the farmers’ harvest can be delivered from the markets smoothly, on time and without any hindrance. Reiterating the firm commitment of the state government, he said that the farmers should not face any kind of problem while selling their crops.

The Chief Minister said that for the first time in the history of the state, the lifting has started from the very first day itself, which is a record in itself. He said that with the digitization of the entire process, purchase, lifting and payment will be done on the same day.

Bhagwant Singh Mann asked the Deputy Commissioners to ensure strict adherence to the prescribed rules for timely payment to the farmers. The Chief Minister further said that 1854 procurement centers were notified and allotted to government procurement agencies by the Punjab Mandi Board.
The Chief Minister said that biometric authentication technology has been introduced to protect the interests of farmers who bring food grains to the markets. He said that online gate passes will be issued to vehicles to bring transparency in grain lifting. Bhagwant Singh Mann told the Deputy Commissioners that farmers should not face any kind of trouble during the entire procurement process.

While considering another agenda during the meeting, the Chief Minister instructed the Deputy Commissioners to make the farmers more aware of the fatal consequences of stubble fire. He said that incidents of stubble burning should be stopped as it poses a serious threat to the environment and human life. Bhagwant Singh Mann said that 23000 more agricultural machines have been provided for disposal of stubble compared to last year and now the Deputy Commissioners should keep a strict vigil to prevent the problem of stubble burning in the next few days.

The Chief Minister said that the state government has already started the process of distributing compensation to the flood affected people. Bhagwant Singh Mann said that the people will be compensated for their losses. He said that there is adequate fund in the disaster relief fund of the state to compensate the damage caused by floods.
Mentioning another agenda, the Chief Minister said that Aam Aadmi Clinics are providing great relief to the people by providing free treatment and check-up services. He said that this health revolution is proving to be very helpful for the people. Bhagwant Singh Mann said that more such clinics will also be opened in the coming days. He said that the Deputy Commissioners should continuously monitor the functioning of these clinics to make them more efficient.

The Chief Minister said that for the well-being of the people, the state government CM. has already started Yogashala in which people are being given free yoga training. He said that 290 CM in the state. Yogashalas are running successfully and more such Yogashalas will be opened soon. Bhagwant Singh Mann asked the Deputy Commissioners to ensure that maximum number of people can benefit from it.
The Chief Minister ordered the Deputy Commissioners to be more strict against the scourge of drugs in the state and said that a campaign should be launched on a large scale to make people aware of the serious consequences of drugs at the ground level. He said that with the active cooperation of the common people, this scourge should be eradicated from the state. Bhagwant Singh Mann asked the Deputy Commissioners to speed up the process of confiscating the property of big drug traffickers.
The Chief Minister asked the Deputy Commissioners to bring maximum number of eligible and needy beneficiaries under the Atta Dal Scheme under the ambit of this scheme. Similarly, he also asked to make maximum use of MNREGA scheme for development of villages on one hand and employment to needy people on the other hand. Bhagwant Singh Mann said that 5000 rural playgrounds are to be constructed in the state, of which 1014 have been completed and 1886 are in progress. He asked the Deputy Commissioners to complete this work in a timely manner.
The Chief Minister expressed satisfaction that the outstanding rate of service centers across the state is only 0.08 percent. He said that it is the need of the hour to ensure that people get maximum citizen-centric services in these service centers quickly. Bhagwant Singh Mann said that the state government is committed to the welfare of every section of the society and no stone will be left unturned for this noble cause.
The Chief Minister also reviewed the functioning of the Revenue Department in the state. He informed the Deputy Commissioners that the recruitment process of new Patwaris is already underway and very soon the state will get new Patwaris. Bhagwant Singh Mann said that this will facilitate the functioning of the department to a large extent as well as facilitate the people.
