Big projects stuck in Bihar due to minor reasons, problems are not resolved due to obstruction in acquisition

Anuj Sharma, Patna: The process of land acquisition is going on for about a dozen rail projects in Bihar. Most of the projects are stuck at the level of compensation. There is lack of co-ordination with Railways and other concerned authorities for compensation and resolution of ryots’ problems etc. Some railway projects are stuck due to non-receipt of money from the railways, and somewhere due to non-compensation by the ryots. In these, 20 percent of the ryots in the Araria-Galgaliya new rail line project are obstructing the work due to non-completion of compensation distribution by the Railways. Rs 19.09 crore has been received for acquiring 24.475 acres of land in Patna for the Rampur-Dumra-Tal-Rajendra Pul Additional Bridge. However, due to some reasons compensation is not being taken by a large number of ryots.

Land will be acquired after rehabilitation in many projects

The state government will acquire the land of Dalits for the construction of highway etc. or for any other project only when they are rehabilitated. To solve the problem of land acquisition, many important decisions have been taken in the meeting chaired by Revenue and Land Reforms Department Minister Alok Mehta. The minister has given instructions to remove the problems in land acquisition on priority for various projects of NHAI, Railways, Sashastra Seema Bal, Road Construction Department, Water Resources Department in Bihar.

The government accepted the dissatisfaction arising among the people due to suspension of work

Alok Mehta, Minister of Revenue and Land Reforms Department, in a meeting with the officials in January, had accepted that complaints are being received about dissatisfaction among the people due to the tendency of unnecessarily delaying the work of land acquisition. Cases are increasing in the court. Based on the case of Majhauli-Chiraut section of Sitamarhi, arrangements have been made that rehabilitation and resettlement of the affected families will be done before land acquisition.

DM-Commissioner’s power increased, now work will speed up

The government has facilitated land acquisition by increasing the economic powers of the DM and the commissioner in the matter of giving compensation for the land to be acquired under various schemes of the state and central government. Is. Under the system effective from January 1, the DM will be able to set an estimate of up to Rs 23.573 crore. In cases above Rs 23.573 crore and up to Rs 58.94 crore, the divisional commissioners will decide. There will be an increase of ten percent on the first date of every year. Till now the DM could prepare an estimate (estimate of the acquired land) of only ten crores. That is, if the compensation amount is more than ten crores, then the responsibility of the estimate would go to the commissioner. The government looked after the cases of more than 25 crores.

Action is also being taken against the negligent officers

The Department of Revenue and Land Reforms is also taking action against officials for negligence in matters related to land acquisition. Recently, departmental action has started against Manish Kumar, the then CO of Sheikhpura’s Circle Barbigha. Manish Kumar was found guilty of irregularities in land acquisition for the two-lane road project being built between Mokama and Biharsharif.

Status of major projects of the state

For the construction of BOPs of SSB in various districts of the state, land is being acquired and possession is being given to SSB. Along with this, the process of land acquisition is going on for civil court and housing in various districts and subdivisions of the state.

  • Ganga Jal Uddhav Yojana

According to the information received from the sources of Land Acquisition Directorate, land has been acquired in Nalanda and Gaya districts for Ganga Jal Udvawah Yojana. Its purpose is to supply water through pipeline in addition to the Ganges in the drought-prone areas of Nalanda, Nawada and Gaya districts.

  • Patna Metro

Work is underway on the Patna Metro Rail project for smooth traffic of the population with the highest population density of Patna, the capital of Bihar. For this, seven billion 83 crore 27 lakh 73 thousand 625 rupees have been sanctioned to acquire 76.645 acres of land.

  • Darbhanga Airport

Here it has been announced to acquire 52.65 acres of land at Mauja Vasudevpur in Darbhanga Sadar for civil enclave. For this, two billion eighty two crore sixteen lakh thirty three thousand has been approved.

  • Amritsar-Delhi-Kolkata Industrial Corridor

Notification has been issued for the acquisition of 1113.9295 acres of land for the construction of Industrial Manufacturing Cluster (IMC) under this project in Gaya. Their estimated amount of one billion thirty crore forty four lakh twenty five thousand seven hundred and seventy six rupees has been approved.
