Russian President Vladimir Putin and Indian Prime Minister Narendra Modi will discuss all aspects of their countries’ “special strategic partnership” when they visit New Delhi next week, the Kremlin said. The Ministry of External Affairs said on Friday that Russian President Vladimir Putin will visit India for a two-day visit from December 4 and will hold annual summit talks with Prime Minister Narendra Modi.According to reports, the lower house of the Russian Parliament is going to approve an important military agreement with India ahead of the state visit of President Vladimir Putin for the 23rd bilateral summit on December 4-5.

India’s Ambassador to Moscow Vinay Kumar and Russia’s then Deputy Defense Minister Alexander Fomin had signed the ‘Reciprocal Exchange of Logistics Agreement’ (ReLOS) on February 18 this year with the aim of deepening military cooperation between the two strategic partners.
According to state news agency Tass, the State Duma has uploaded the Relos document to its ratification database with the government noting that “the Government of Russia believes that ratifying this document will further strengthen cooperation in the military field between Russia and India.” The Relos agreement aims to ease the coordination process for joint military exercises, disaster relief and other operations.
According to local defense sources, Relos will further strengthen military cooperation by simplifying procedures for joint activities including military exercises and disaster relief operations. Such agreements expand the geographical opportunities for peacetime operations for participating countries. The Izvestia daily newspaper noted at the time of the agreement’s signing that the provisions of the agreement may also apply to joint exercises in the Arctic region.

Experts believe that the Indian Navy’s Talwar-class frigate and aircraft carrier INS Vikramaditya can operate even in the extreme cold of the Arctic region and will be able to use Russian naval bases for logistical support. Similarly, the Russian Navy will be able to strengthen its presence in the Indo-Pacific Ocean region by using Indian facilities, thereby balancing the influence of China and other countries outside the region.
