1500 allowance for 6 months to skill trained youth of Jharkhand, emphasis on creating capital and infrastructure for farmers

The Jharkhand government presented a budget of Rs 1,16,418 crore for the financial year 2023-24. An announcement has been made in the budget to give tourism the status of an industry and start a new scheme named ‘Millet Mission’ in the agriculture sector. Provision has been made to start teaching of Bangla and Oriya language from classes one to five in selected schools of the state government.

In case of non-availability of employment, it has been announced to give allowance of Rs 1000 to 1500 per month for six months to skill trained youths. To increase air travel in the state, plans have been made to start flights from Dumka and Bokaro airports. An MoU will be signed with the Airport Authority of India for the construction of an airport in Sahibganj. In the next financial year, a provision has been made to start air ambulance at a cheaper rate for the common people.

Emphasis will be on the development of infrastructure:

The government has reduced establishment expenditure and increased plan expenditure during the current financial year. In the budget, a provision of Rs 45,445 crore has been made for establishment expenditure and a provision of Rs 70,973 crore has been made for the plan item. A provision of Rs 16,438.41 crore has been made for central and centrally sponsored schemes in the plan head and Rs 54,534.58 crore in the state plan head. The ratio of establishment expenditure to plan expenditure during the current financial year was 43:57.

During the next financial year it will be 39:61. To accelerate the development of infrastructure, the government has made a provision of more amount in the next financial year than in the current financial year. There is a provision of 18,017 crores for infrastructure in the current financial year. It has been increased to Rs 25,317 crore in the next financial year.

Target to increase the production of coarse grains:

The government has started a new scheme named ‘Millet Mission’ in the field of agriculture. Under this, a target has been set to increase the production of coarse cereals like Jowar, Ragi, Bajra, Kuttu, Ramdana, Kangni, Kutki, Kodo, Cheena and Sava. A provision of Rs 50 crore has been made for this.

In order to provide easy capital to the farmers, a provision has been made to give a grant of Rs 50 crore through Farmer Producer Organization (FPO). To strengthen the economy of rural areas, a budgetary provision of Rs 300 crore has been made under ‘Mukhya Mantri Pashudhan Yojana’. Livestock will be made available to the villagers with this amount.

The government has decided to set up dairy plants in Giridih and Jamshedpur and milk powder and milk product plants in Ranchi. With this, the market will be easily available to the farmers associated with milk production.

Steps taken towards strengthening the Panchayati Raj system: The government has started the Birsa Irrigation Well Promotion Mission for rural development. Under this scheme, irrigation wells will be constructed on the private land of the farmers by paying one lakh rupees from MNREGA and 50 thousand rupees from the state scheme. In the budget, announcement has been made to start mega lift irrigation project at Patmada and Palamu in Dumka.

In order to strengthen the Panchayati Raj system, the government has arranged the Panchayat Secretariat Strengthening Scheme in the budget. Under this, apart from the Panchayat office, the facility of Pragya Kendra will be available in the Panchayat Secretariat. From where online application will be made for all types of certificates. Apart from this, the facility of banking correspondent will also be available there. Panchayat knowledge centers will also be established. A 65-inch LED TV will also be installed for the purpose of promoting government schemes to establish dialogue between the Panchayat secretariats at the district and state level.

Preparation to make Anganwadi resourceful, increased honorarium:

An announcement has been made in the budget to increase the honorarium of Anganwadi workers and assistants. In the next financial year, the honorarium of Sevika will be increased by Rs.500 and that of Sahayika by Rs.250. Along with this, they will be given the benefit of group insurance scheme. Smart phones will be made available to connect the maids with the information system. It has been announced to start ‘Anganwadi Chalo Abhiyan’ for pre-school education in Anganwadi centers. Under this, clothes, workbooks and furniture will be given to all Anganwadi centers.

Health facilities will increase, youth will get skill training:

In the budget, it has been announced to open an ‘Alcohol De Addiction Center’ on PPP mode in Ranchi during the next financial year. Along with this, provision has been made to establish medical colleges in Bokaro and Ranchi for the purpose of increasing the health facilities. The government has also announced the distribution of coarse grains and protein-rich food items through the shops of the public distribution system.

A target has been set to provide skill training to 1.40 lakh youths during the next financial year. A new scheme will be started to give allowance of Rs 1000 to men and Rs 1500 per month to women and disabled for six months if they do not get employment after training. Provision has been made in the budget to build new hostels for the students of Scheduled Tribes. Model library will also be established in these.

Even after independence, the announcement has been made in the budget to connect the villages which are situated in the jungles, which have not been connected with the road. A budgetary provision of Rs 1,162.70 crore has been made for this. At the same time, with the aim of making the traffic of the capital Ranchi smooth, according to the master plan, arrangements have been made in the budget to construct the missing link of the Inner Ring Road. Under ‘Mukhyamantri Gram Sadak Yojana’, all health sub-centres, market-markets, panchayat offices, schools, post offices and banks will be connected with metalled roads in the coming financial years.

Announcement of construction of new industrial areas:

In order to promote non-conventional energy, provision has been made to set up a floating power plant in Chandil on PPP mode. For the expansion of the industry, the government has announced the construction of new industrial areas. Along with this, management has also been done to renovate the damaged infrastructure of old industrial areas.

For industrialization and reducing regional imbalance, it has been announced to set up MSME directorate and make new MSME policy. Urban water supply scheme will be started in Lohardaga, Gumla and Kapali municipal bodies under the World Bank sponsored scheme Jharkhand Municipal Development Project.

Government will communicate directly with the public:

Seeing the immense possibilities of the tourism sector, the government has decided to formulate a new tourism policy and give industry status to tourism in the state. Grassroots training center and Sidho-Kanhu youth club will be established to promote sports. State Data Recovery Center will be set up to keep the digital data of the state government safe. An initiative named PAHAL will be started for bilateral talks between the public and the government. In this, dialogue will be established with the public through live video conferencing by the Chief Minister, ministers and officials.
