On behalf of the Punjab government, Director of Higher Education Department Dr. Amarpal Singh and MD of the British Council. Duncan Wilson was signed by Chief Minister Bhagwant Mann, Education Minister Harjot Singh Bains and British Deputy High Commissioner in Chandigarh Caroline Rowett.
Congratulating the Higher Education Department for reaching this agreement, the Chief Minister said that this day has been written in golden letters in the history of the state. He said that this agreement will pave the way for starting training courses for ‘English for Work’ for students of government colleges under the Higher Education Department. Bhagwant Mann expressed the hope that this will help in renewing the employability skills among the youth of Punjab and the youth will be able to get more job opportunities for themselves in the industry and service sector.
Mann further said that this will encourage the youth to stay and work in India and they will contribute to the socio-economic progress of Punjab. He said that this is a big step in the direction of giving a boost to the trend of migration of skilled youth from the state. Bhagwant Mann said that as part of this project, students will learn a ‘level’ of English for work, which will give them employability skills by knowing English.

The Chief Minister said that ‘English for Work’ is a blended course, which will focus on learning the English language used in real situations like work. He said that it will focus on grammar, idioms and vocabulary including listening, reading, writing and speaking. Bhagwant Mann said that under this agreement, this project will start as a pilot project for five thousand students in government colleges of the state from the academic session 2023-24.
CM Mann said that ‘English for Work’ is one such online blended learning course, which will use the ‘flipped classroom’ concept with the flexible principle of self-study with live interactive classes. He hoped that with this the students would be able to use the English language to speak confidently in professional situations.
Bhagwant Mann further said that there will be a pre-assessment test to determine the current level of the students. On completion of the course, the students will be evaluated once again, after which they will be given a certificate.
