No reduction in the monthly grant of Punjabi University: Harpal Cheema

Finance Minister Cheema told during this meeting that there was no cut in the amount of grant promised for Punjabi University in the Vidhan Sabha. He assured that the balance of the announced grant will be released soon as promised.

During the meeting Dr. Nagar Singh Maan gave information about the various activities going on at the University and the achievements of the University, on which the Finance Minister expressed satisfaction. Finance Minister Shri. Cheema has called a meeting regarding the future financial arrangement of Punjabi University on Tuesday next week at 11:30 am.

Personal Secretary of the Vice Chancellor said that during the meeting, there was a special discussion on how the financial condition of Punjabi University has now become easier than before. In previous years, the situation was so much worse that the university was forced to G. C. , E. M. R. C. , N. S. S. And other central grants also had to be used for salaries. Due to this, the university became a defaulter in the face of the concerned central institutions. The university also took a loan of Rs 150 crore till 2018.

It may be mentioned that the monthly grant of the university in 2021-22 was around 9.5 crores, but this year the Punjab government gave a grant of Rs. And since the implementation of the Seventh Pay Commission for teachers, the salaries of the employees have also increased significantly and the annual salary expenditure has increased by about 110 crores.

The financial condition of the university has improved due to the present government taking the arm of the university in times of crisis, issuing a monthly grant of 30 crores and prudent and sincere management by the present authority. It is worth mentioning that despite the financial crisis, the university has improved its NEC grade compared to previous cases.

On this occasion, steps taken by Punjabi University regarding better management in view of reduction in expenses and increase in income were also specially mentioned. It may be mentioned that after a gap of 14 years, the university has increased the fees by 10% in 2021-22.

Efforts were made to increase the admissions, which resulted in an increase of about 10 percent in the admissions during 2022-23. Engineering courses, which had declining enrollments, have also seen an increase. Six new five-year integrated courses have been launched in 2021-22, which have received overwhelming response from students for admission.

During the current session, around 800 students have enrolled in these six courses and their total number has now increased to around 2400. Due to the financial condition of the university, no new recruitment has been done by the university for the last 7-8 years. The University has taken/is in progress to suspend/dismiss about 20 tainted employees in the past years. Around 434 teaching and non-teaching employees have retired since the year 2018.

Under the rationalization by the University, Guru Kashi Center Talwandi Sabo, Regional Center, Bathinda and some departments at the Regional Center, Mohali and the University Campus were also merged and restructured, with which the teachers and employees have also been rationalized so that resources are available. can be used properly.

In view of the financial situation of the university, the vehicles allotted to various university officials have been withdrawn. Compared to the previous times, Youth Welfare Department, Sports Department and N. S. About 50% has been saved in the expenses of the S department considering the financial position of the University.

Projects brought up by the University to obtain financial assistance from Government of India and Punjab Government agencies and central grants sought. EMRC 2022-24 has secured the approval of about three crore new Mooks which was nominal earlier.

C. S. R. The grant under which the university has received a grant of Rs.1.67 crore during the year 2023 for various projects at the university is being processed. University staff has been redeployed as per requirement. As for telephone attendants IT Training is being given.

In 2016-17, the university spent 40 lakh rupees on conferences, which reduced to 11 lakh rupees in 2022-2023. Earlier till 2016-17, two-thirds of the conference budget was spent by the university from its own account, but in 2022-23, most of the money was raised from external sources and the university contributed about a third.

Spending on sports was 40% less in 2022-2023 than the average of previous years. The university has made efforts to reduce the debt of Rs 150 crore to Rs 146.68 crore and reduced the interest rate on the loan from 12.9 per cent to 9.55 per cent.

It is worth mentioning that due to the special financial assistance given by the Punjab government and these steps taken by the university, the condition of the university has improved compared to the last few years.
