Raghav Chadha on GNCTD: The Aam Aadmi Party (AAP) strongly criticized the National Capital Territory of Delhi (Amendment) Bill, 2023 (GNCTD) and said the bill would turn democracy into a ‘babushahi’. AAP leader and Rajya Sabha member from Punjab Raghav Chadha said that GNCTD is more against our democracy, constitution and people of Delhi than the previous ordinance.

Terming the Delhi Services Bill as the most undemocratic, illegal document ever introduced in the Parliament, Chadha said that the bill essentially stripped the elected government of Delhi of all powers and vested the Lt. Governor and the ‘Babus’ with it. submits to After the Bill is passed, democracy will be replaced by ‘Babushahi’ in Delhi as it gives more powers to the bureaucracy and the Lieutenant Governor.

Chadha argued that no power will be left with the elected government, which is an insult to the 2 crore people of Delhi who have elected the Arvind Kejriwal government with an overwhelming and historic majority. The bill that has been introduced in the Lok Sabha and the Rajya Sabha to replace the ordinance is worse than the ordinance itself and is an attack on our judiciary, which had ruled in favor of the elected government. It is an attack on India’s federal structure, democracy and constitution. All India group members will oppose this bill.

Chadha exposed the BJP’s political motives for targeting the Delhi government. BJP has consistently failed to form government in Delhi. In the last 25 years, all the 6 Chief Ministers of Delhi were non-BJP. The BJP has political differences in Delhi, due to which it is trying to wrest power from the Aam Aadmi Party and neutralize the Delhi government through this bill. He said that BJP is not able to digest the success of Arvind Kejriwal and Aam Aadmi Party and wants to stop them at any cost.

He said that with this bill, officials can refuse to implement the decision taken by the Delhi government cabinet. Officials will audit every ministerial decision. All chairpersons of boards and commissions shall be appointed by the Lieutenant Governor. The Lt. Governor will decide the Chairperson of the Electricity Board and Jal Board, so they will decide whether the people of Delhi will get free water and electricity or not. Along with the bureaucracy, the Lieutenant Governor can also overturn the decisions of the Delhi government and ministers.

Raghav Chadha added, “I am very hopeful. This is a battle of truth and falsehood, religion and adharma, where religion and truth are with us and what BJP is doing is adharma. I hope religion will win. I am confident that many Members of Parliament sitting on the Treasury Benches will also come forward on this occasion to defend the Constitution of India, the very Constitution to which they have sworn to become members of this House.”
