The Punjab School Education Department has started issuing notices to the principals of schools that have not been able to increase the enrollment of children in government schools as per the set targets. The Primary Education Officer of Sangat Block of District Bathinda has issued a show cause notice to the principals of 6 schools and asked them to respond within 10 days as to why action should not be taken against them.

At the beginning of the year, the education department had set a target of increasing the enrollment of children in pre-primary (PP-1 and PP2) classes by 10 percent. When the District Education Officer (Elementary Education) scrutinized the data to review the admissions on June 30, the admissions in government schools of Sangat Block were far below the target. The notice said that it is clear from the data that you have not shown any interest in increasing the enrollment and have not taken any steps. You have shown negligence in duty.

In the notice, the in-charges of these schools have been told that if you complete the admission within 10 days after the notice, the show cause notice will be canceled and disciplinary action will be taken in case of non-admission. The notice clearly states that ‘therefore you have made yourself liable for punishment under section 10 of the Punjab Civil Services (Punishment and Appeal) Rules, 1970.

Failure to respond to the notice within 10 days or a satisfactory response may prevent or reduce the increase, promotion, etc. of principals. Transfer can also be done in some cases.

Let it be known that there were complaints of deliberately not admitting children in many schools, the cases are being investigated and action is being taken. Apart from Bathinda, similar complaints have been received in Mohali and some other districts, in which families wanted to enroll their children in government schools and they also went to the schools but they were not given admission. Only after such cases came to my attention, I asked for an investigation and now such cases are being seen in all the districts.

The reason for this may be that the teachers did not want to increase the number of children as it would increase their responsibility. In many cases, children from immigrant families were also denied admission. Such action is being taken only because the matter is serious.
