Public Mining Sites: Due to Chief Minister Bhagwant Mann’s visionary approach to ensure complete transparency in mining operations, bids received for tenders issued for running commercial sand and gravel mines in the state have received overwhelming response.

Sharing these details, Minister of Mines and Geology Gurmeet Singh Meet Hare said that the first tender of 68 lakh metric tonnes of sand/gravel for operating commercial sand and gravel mines was issued at www.eproc.punjab.gov.in was conducted and 562 bids against the 14 mining clusters advertised have received overwhelming response. This is a testament to the Bhagwant Mann-led state government’s efforts to end the monopoly in mining operations by reducing the size of mining clusters and making them more competitive under a transparent and progressive mining policy.

The minister further said that earlier the entire state was divided into only seven clusters, which monopolized the operation of the entire mining operations and eliminated small traders as only big mining giants bid for such clusters. It was possible to This time the state will be divided into 100 clusters, making it more competitive and making cheap sand and gravel available to the common man.

The state government, taking a legal approach, has to complete all legal procedures like approval from the State Environmental Impact Assessment Authority (SEIAA) and preparation of mining plans before issuing any tender for any mining site. has taken a special decision.

He said that as a result of this, the entire tender process will be done in phases over the next three months. Meanwhile, the mines from which around 5 crore tons of sand/gravel can be extracted will be auctioned. He further said that so far two tenders of more than 1 crore tonnes have been issued and the third tender of 15-20 lakh tonnes will be issued in the next two days.

In response to a question regarding the process to be followed for the evaluation of these tenders, Meet Hare said that a multi-member committee has been constituted with a representative of the Deputy Commissioner so that all the tenders can be evaluated in a transparent manner. Wherever financial bids are equal, the matter should be settled by draw, allowing bidders to install their own cameras to record the proceedings, making the process fully public. He further said that the media will also be invited on the occasion of this draw to ensure complete transparency.

Explaining the success of 55 public mining sites launched across the state, the Mining Minister said that apart from providing cheap sand to the people, these sites have proved to be a boon to local laborers and village youth, who now waste their time and Instead of exposing themselves to the dangers of drugs, they are earning a good income by working hard.

Workers are earning more than Rs 5 crore through only 32 public mining sites, while local youths operating tractor-trolleys are earning more than Rs 10 crore in just two months after these sites started. Thus poor villagers have earned more than Rs 15 crore in two months from only 32 sites.
