Regarding the increasing pollution in Delhi, Environment Minister Gopal Rai said on Wednesday that we will take a decision on odd-even only after reading the Supreme Court’s order in full. He said that we will submit an affidavit in the Supreme Court regarding the implementation of odd-even in Delhi between November 13 and 20. Only after this we will decide on applying odd-even. Along with this, he said that app-based taxis coming from other states have been banned in Delhi.

Gopal Roy said that yesterday UP, Rajasthan, Haryana, Punjab, Delhi and the Center were to submit their report on the pollution situation in the Supreme Court. The court issued several orders related to pollution control. After studying the order, we held a meeting with the concerned ministers and officials and issued several instructions to implement it.

I thank the Supreme Court for the order to restart the closed smog tower and restart the real time study by the DPCC Chairman following the directions of the Supreme Court and the decision of the Delhi Cabinet. He said that I was constantly appealing to the Center to work together. In Delhi, we are continuously implementing GRAP rules. But the way our neighboring governments are sitting silent. I think after the Supreme Court orders, meetings will now be held and rules will be implemented.

Decision on odd-even only after reading the SC orders

Gopal Roy said that the Supreme Court heard in detail on pollution on Tuesday. We have studied the court order. Today we have held a meeting with the concerned departments and ministers, in which many decisions have been taken. The Supreme Court has directed DPCC Chairman to open the closed smog tower. Along with this, instructions were also given to start real time study. I want to thank the Supreme Court for this.

Firecrackers should be banned in other states too

Environment Minister Gopal Roy said that I have been continuously demanding that crackers should be banned in the states around us. BJP wants to control pollution only by rhetoric. I think the Supreme Court order on the ban on firecrackers will have an impact. At present, it is not known whether the Union Ministry of Environment is also in the country. The Supreme Court had ordered the NCR states to put stickers on different fuel vehicles. The court said that Delhi is the only state which has done so.

What else did Gopal Roy say?

  • Gopal Roy said that we have issued orders today that the smog tower should be run at full capacity by tomorrow and the funds for the real time study should be released soon. 611 teams have been formed to prevent open burning.
  • Based on the directions of the Supreme Court, it has been ordered to ban vehicles with app-based registration outside Delhi.
  • There are two study reports on odd-even, we will present them in the Supreme Court in the next hearing. The court said about diesel vehicles BS III and BS IV vehicles with orange stickers, we have sought details of the same.
  • We will give complete information about Odd Even in the Supreme Court on Friday. After this it will be decided whether odd-even will apply from 13 or not.
    Roy added that there is a study that Delhi’s contribution to Delhi’s pollution is only 31% and of this 30-35% is due to vehicular pollution.
  • There has been a reduction in stubble burning incidents in Punjab. Information was also given by Punjab in the Supreme Court. For the subsidy for the machines, the court also said that the Center should contribute 50 per cent towards it. The court has given the responsibility of controlling the stubble to the SHO.
  • Vehicle pollution, stubble and dust only increase NO2. For that too they have to be controlled.
  • We had a meeting with IIT Kanpur regarding artificial rain. He was requested to study how artificial rainfall can be done in Delhi in winter.
