The Punjab Vigilance Bureau today booked Jarnail Singh Wahid, Managing Director of Wahid-Sandhar Sugar Mill Limited Phagwara, his wife Director Rupinder Kaur Wahid and his son Wahid on charges of misusing government land of Sugar Mill Phagwara and causing financial loss to the state government. Giving information in this regard, the spokesperson of the Vigilance Bureau said that through the investigation number 04/2019, the Bureau conducted an investigation against the managing director, directors, additional directors etc. of Jagatjit Sugar Mill Company Limited, Wahid-Sandhar Sugar Limited Phagwara, Sugar Mill Plaza Private Limited. was During investigation it has been found that Maharaja Jagatjit Singh of State Kapurthala through his order/agreement dated 09.02.1933 allotted sugar mill industry in his State to be developed to Jagatjit Sugar Mill Company Limited.

To operate this mill, he allotted 251 kanal 18 marla (31 acres 03 kanal 18 marla) land free of charge as concession land, the ownership rights of which were given to Jagatjit Singh Sugar Mill Company Limited with conditions. According to point No. 1 and 8 of the order/agreement dated 09.02.1933, this land belongs to the State and cannot be further sold or mortgaged. If the sugar mill is closed, the land will revert to the state without any compensation. The company can set up mills for sugar industry and manufacturing of any of its bio products. With the approval of the Government, the company may merge with another company, transfer its rights to another company, corporation or person connected with the sugar industry, provided that the same should be intimated to the Government.

During the investigation it was also found that Oswal Agro Mills Ltd., Phagwara, which was running Jagatjit Singh Sugar Mills Company Ltd., Phagwara, had executed an agreement on 18.10.2000 with M/s Wahid Sandhar Sugars Ltd., Phagwara and assigned all rights to them. given Thereafter, the directors of Jagatjit Sugar Mill Company Limited, Phagwara and Wahid-Sandhar Sugars Limited, Phagwara, with their connivance acquired the mill and land from Jagatjit Sugar Mill Company Limited, Phagwara on lease for 99 years without obtaining the approval of the Government. Clause No. 4 (d) (a) of this registered lease deed states that M/s Wahid-Sandhar Sugar Ltd. may mortgage the property to any bank and financial institution for availing Phagwara loan, including to Jagatjit Sugar Mills Ltd. Co. There is no objection.

This lease deed was not recorded in the revenue records so as to defraud the bank and the government while taking the loan. On the basis of these lease deed documents, government land of Jagatjit Sugar Mills Company Ltd. Phagwara with an area of ​​251 kanals 18 marles valued at Rs.93.94 crores was mortgaged by Wahid-Sandhar Sugars Ltd. as a guarantee for taking loan against this government land. With which the company gained financial benefit in an illegal manner. Thereafter the directors of Wahid-Sandhar Sugars Limited formed a new company named Sugar Mill Plaza Private Limited, GT Road Phagwara which was registered in the year 2010-11. In the year 2013-14 with the connivance of the said directors, PSEB. Opposite Office, Banga Road, Phagwara, M/s W.S. A company called Fitness Private Limited was also registered, the directors of which in mutual connivance sold 6 kanal 4 marles of government land and 251 kanals of 18 marles to State Bank of India, Industrial Finance Branch, Dholewal Chowk, Ludhiana on 11.04.2017. Coll and he illegally obtained financial benefit by misusing the Government land by defrauding the Government through registered deed of mortgage dated 30.05.2019 and causing financial loss to the Government.

M/s Wahid Sandhar Sugars Limited, Phagwara, the operating company of Jagatjit Sugar Mills Company Limited, Phagwara, concealed the facts and obtained a judgment in its favor from the court in a civil suit 11 of 2009 filed before the Additional Civil Judge (Senior Division) in the year 2013.

Similarly, the registration of 6 kanal 4 marle government land owned by Jagatjit Sugar Mills Company Limited Phagwara was done in violation of section 135 of the Punjab Registration Manual 1929 by the employees of the then revenue department along with the directors of the company. Despite knowing that it was government land and could not be mortgaged to a bank, the revenue officials got it registered under a criminal scheme. The revenue officials had registered this land in favor of State Bank of India Ludhiana under criminal conspiracy. In the year 1973, the management of the mill tried to sell a part of the land of the mill as a plot (surplus land), so the then Deputy Secretary of the Revenue Department issued a letter to the Deputy Commissioner Kapurthala to stop the sale of this land. put on

The spokesperson further said that during the investigation, it has come to light that Jagatjit Sugar Mill Company Limited Phagwara, Wahid Sandhar Sugars Limited Phagwara, Sugar Mill Plaza Private Limited G.T. Rod Phagwara and others in connivance with each other carried out this wrongful act.

In view of the above facts, Vigilance has issued IPC in this case. Case under Section 166, 177, 210, 406, 409, 418, 420, 120-B and Section 7 of Prevention of Corruption Act under FIR No. 26 dated 30.09.2023 at Vigilance Bureau, Police Station Jalandhar Range has been recorded. The accused will be produced in the court tomorrow on 01.10.2023.

During the investigation, it has come to light that the accused Sandeep Singh Wahid had shifted abroad and had come to India from England some time ago. The spokesperson said that all illegal money transferred abroad by looting the hard earned money of common people and farmers will also be recovered. It is to be noted that the accused Jarnail Singh Wahid is a member of the advisory committee of the Shiromani Akali Dal party and was also the former chairman of Markfed during the Akali Dal government.
