The government has taken strict steps to stop film piracy

Bill to Tackle Film Piracy: Nowadays, incidents of films and pictures being leaked from the sets of films are coming to light during the shooting itself. Most movies get leaked on piracy websites within hours of release, which directly affects the movie’s earnings. Due to this, the filmmakers are facing huge losses.

In such a situation, the government has now issued a bill to amend the Cinematograph Act. It proposes a maximum three-year jail term and a fine of up to five percent of the film’s budget for persons making pirated copies of films. Let it be known that a Cinematograph (Amendment) Bill-2023 was also presented in the Rajya Sabha by Information and Broadcasting Minister Anurag Thakur yesterday.

The bill introduced by Anurag Thakur also proposes to give Central Board of Film Certification (CBFC) certificate to films with permanent validity by abolishing the validity period of 10 years. This bill was publicly released today i.e. 21 July.

What is in the amended bill?

Anurag Thakur withdrew the Cinematograph (Amendment) Bill-2019 before introducing the amended bill in the Rajya Sabha yesterday. The proposed bill aims to introduce age-based authentication in the ‘UA’ category into three categories, ‘UA 7+’, ‘UA 13+’ and ‘UA 16+’. Not only this, the CBFC should be authorized to approve the film for its release on television or other media with a separate certificate. To curb film piracy, the Bill seeks to insert new sections in the Cinematograph Act to prohibit the unauthorized recording of films (Section 6AA) and their exhibition (Section 6AB).

What will be the punishment of film piracy?

The new provision in Bill 6AA also prohibits the recording of a film or any part thereof for the sole purpose of using the recording in the same device. The bill states, ‘If any person contravenes the provisions of section 6AA or section 6AB, he shall be punished with imprisonment of either description for a term not exceeding three months. But the punishment may extend to three years and the fine shall not be less than three lakh rupees but may extend to five per cent of the audited total production cost.’
