The Chandigarh Administration has banned the registration of non-electric i.e. petrol two-wheelers for the remaining period of the current financial year. Hundreds of two-wheeler buyers are currently confused by the policy of the Chandigarh administration. According to a notice by the Registration and Licensing Authority (RLA), the registration of two-wheelers with petrol engines in the Union Territory has been suspended from February 10 onwards till the end of March.
According to industry sources, due to this ban, vehicle dealers are not even able to complete the registration process on the ‘Vahan’ portal. Due to this, customers buying two-wheelers are no longer able to get High Security Number Plate (HSRP) and Registration Certificate (RC). They are not even able to use their vehicle.

A dealer on condition of anonymity said, “Such a rule is arbitrary and works to take away the opportunity of choice from the hands of the customer. People who have already bought or are going to buy two wheelers are now stuck in the middle. For many people, two-wheelers are also a source of livelihood. He said, “The draft of this policy has been prepared without considering the practical challenges. If the production of electric two-wheelers is not 35 percent of the total two-wheelers, then how can the administration create pressure that its sales should be 35 percent.
Charging stations are also nominal
It may be noted that Chandigarh city has very few public charging stations. According to a report, most of them are also not active. A customer said, “The electric vehicle (EV) product costs almost double. I can not afford to buy this. Also how will I travel from Ludhiana to Chandigarh as there is no charging station on the way? Even if charging stations are available, it takes hours to charge.”
EV policy came in September
The Chandigarh administration will stop registration of non-electric two-wheelers and three-wheelers from 2024-25 (April, 2024) under the EV policy that came out in September, 2022. The administration has banned the registration of such vehicles from February 10 till the end of March 2023, after the registration of 65 percent of petrol two-wheelers.
