Sources in the Lok Sabha Secretariat told Bhaskar that the Supreme Court’s decision is being read and the final decision will be taken by Lok Sabha Speaker Om Birla. Birla was in Dehradun on August 6 (Sunday).

According to a senior official of the Lok Sabha Secretariat, there is no time limit for when the Speaker will take a decision. The Secretariat is closed on Saturdays and Sundays. Hence, the possibility of a decision on Monday’s reinstatement of Rahul as an MP seems less likely. However, Congress says an undersecretary received and signed the papers, but did not stamp them.

Opening or closing the Secretariat does not matter for the Speaker to take a decision. Only after the decision to restore Rahul’s membership is published in the Lok Sabha bulletin, he will be able to become a member of the House again.

August 4: Soon after the Supreme Court order, Congress leader Adhir Ranjan Chaudhary met Lok Sabha Speaker Om Birla and urged him to reinstate Rahul’s membership. The Speaker had told Chaudhary that he would take a decision on it only after getting the order from the Supreme Court.

August 5: On Saturday, Adhir Ranjan sent the papers to the Lok Sabha Secretariat by post as he was on leave. Adhir Ranjan said that an under secretary took the papers and signed them, but did not stamp them.
