The Federal Statistical Office (Destatis) has revealed that at the end of last year, a total of 29,455 people were registered as stateless in the Central Register of Foreigners in Germany.
According to the same source, since 2015, the number of stateless persons in Germany has always fluctuated between 13,000 and 14,000 every year until 2013. This figure then doubled in 2014, after the beginning of strong forced migration, and remained so until the end of last year, SchengenVisaInfo.com reports.
Based on the 1954 United Nations Convention, people are said to be stateless if they are not considered as a national by any country. Accordingly, the statelessness of a person is established when they apply for asylum or a residence title.
Destatis data shows that 58 per cent, or 17,035, of the stateless persons registered in Germany at the end of 2022 were men, while 25 per cent, or 7,455, of the stateless, were children and young people under 18.
In addition, 48 per cent, or 14,055, of the people registered as stateless during this period were born in Syria. Moreover, Germany, with 16 per cent, and Lebanon, with five per cent were among the most frequent countries of birth.
Since 2014, the number of stateless persons born in Germany has increased from 3,550 to 4,860, while the number of stateless persons born abroad has more than doubled since 2014, from 11,100 to 24,595.
As Destatis explains, children who were born in Germany to foreign parents will not be denied German citizenship if at least one of the parents has lived in Germany for eight years and has a permanent right of residence.
To prove citizenship, each person must have an official document in the form of an identity card or a birth certificate, and if they do not possess such official documents, this may be a reason why they are stateless.

Data provided by the United Nations Children’s Fund UNICEF report reveals that around the world, around 237 million children under the age of five do not have a birth certificate. According to the United Nations High Commissioner for Refugees (UNHCR) data, at the end of 2021, 4.3 million people worldwide were stateless.
Moreover, in addition to persons known as stateless, in the Central Register of Foreigners at the end of last year, 97,150 persons with unclear citizenship status or no citizenship information were registered. So this includes people who could not clearly prove their citizenship with official documents and whose citizenship has not been definitively verified.
