Presenting a budget of Rs 2,61,885.40 crore for the financial year 2023-24 in the Bihar Legislative Assembly, Finance Minister Vijay Kumar Chaudhary said that compared to the previous financial year, there has been a decline in grants-in-aid from the Center while the state’s share in central taxes has increased. Has increased He said that the proposed budget expenditure of Rs 2,61,885.40 crore for the next financial year is Rs 24,194.21 crore more than the budget estimate of Rs 2,37,691.19 crore for the financial year 2022-23. Choudhary said that the fiscal deficit in the financial year 2023-24 is estimated to be Rs 25567.84 crore, which is 2.98 percent of the Gross State Domestic Product (GSDP) of Rs 8,58,928 crore. He said that in the next financial year, Bihar is estimated to get Rs 1,02,737.26 crore from the central government as its share in central taxes, which is Rs 11,556.66 crore more than the previous financial year. But only Rs 53,377.92 crore is expected from the Center as grants-in-aid, which is Rs 4,623.37 crore less than the previous fiscal.
63,900 vacancies will be filled
Describing the employment of youth as the top priority of the Nitish Kumar government, the Finance Minister said, the state government has appointed Bihar Public Service Commission, Bihar Staff Selection Commission and Bihar Technical Commission to fill 63,900 vacant posts in various departments on top priority in the next financial year. The request has already been sent to the Service Commission.” He said the Bihar Police has also been asked to create 75,543 additional posts in the next financial year. Apart from this, more than one lakh teachers in the education department and various state-run nursing training institutes will be recruited. More than 10,000 tutors will also be appointed.
Highest allocation on education in the budget
Choudhary said that in order to provide best infrastructure and quality education to the students, a provision of Rs 22,200.35 crore i.e. maximum allocation of 22.20 per cent has been made for the education department in the budget. After this, a budget provision of 15.19 percent (Rs 15,193.19 crore) has been made for the Rural Development Department and 8.19 percent (Rs 8,191.79 crore) for the Social Welfare Department. He said that a provision of Rs 7,950.27 crore has been made for Rural Works Department, Rs 7,117.56 crore for Health Department, Rs 4,420.99 crore for Road Construction Department and Rs 4,055.10 crore for Urban Development and Housing Department in the budget. The Finance Minister said that in the financial year 2023-24, the amount to be spent for the benefit of Scheduled Castes and Scheduled Tribes community has been earmarked separately in a minor head so that it cannot be spent on any other head. Rs 16,939.53 crore has been earmarked for the Scheduled Caste Special Component Plan and Rs 1,574.49 crore for the Tribal Sub Plan.
