The idea of putting a cap on the number of international students has been around for months. Miller said a threshold would not be a “one-size-fits-all solution” to the housing shortage because inflation, public housing shortages, and barriers to new construction are all factors affecting the shortage.
He said the limit is not to punish international students, who are a valuable asset to this country, but to ensure that their experience and education is rounded out. Miller said it was “unacceptable that some private institutions” took advantage of international students by raising tuition prices.
