We are asking this question because Justice Abhay S Oka described the Supreme Court on Friday as a “Chief Justice Centered Court” and has advocated a change in its structure in view of the arrival of 34 judges from different regions of the country. In an event organized by the Supreme Court Bar Association (SCBA), Justice Oka said that the Supreme Court and the High Courts have ignored the lower and district courts, which are the backbone of the judiciary. He said that a lot of cases are pending in lower courts and some cases have been pending for 30 years.
Justice Oka said in a program organized for his farewell, “The High Court works more democratically than the Supreme Court, as there is an administrative committee of five judges. Major decisions are taken by the administrative committee. Over the years I have found that the apex court is the Chief Justice Centenary Court and I think we need to change it. “The judge said,” The Supreme Court is a court of 34 judges. They come from different regions of the country. Therefore, there is a need to change the image of the Chief Justice Centered Court. ”

Let us also tell you that earlier on Friday, Justice Oka said that the Supreme Court is a court that can maintain constitutional freedom and that was the dream of the constitution makers. Reacting to the appreciation of lawyers, bar leaders, Chief Justice BR Gavai and Justice AG Christ, Justice Oka said, “I have to accept that I am uninterrupted after listening to what has been said in the last one hour and 20 minutes and maybe today is the first and last day of my professional life, when I could not stop speaking, because I could not stop. I have seen so much love and affection towards me by the members of the bar that I was unhappy. “
During the day, during the ceremony of SCBA, Justice Oka said that manual intervention should be reduced in listing selected matters. “He said,” People complain that some cases are listed the next day and why other cases are pending even after a long time. ” We cannot list better (listed) until we do not reduce manual intervention. We have artificial intelligence (AI) technology and other software, which can help list cases rationally. ”Justice Oka said that he never pronounced a disagreement decision in his career for more than two decades.
He said, “I never gave a disagreement decision throughout my tenure. Nor did my colleagues disagree. An exception occurred only two days ago. ”The judge also clarified that he would not interview immediately after retirement and they would need some time to talk to the press. Justice Oka said, “I have decided that it is not possible for me to talk to the media as long as I am in office. I will never do this. I need two to three months time. The reason for this is that if I talk to the media today, my mind will be full of emotions and I can say something that I should not say. ”
In his message given to Bar, which was read separately, Justice Oka said that on January 28, the court completed 75 years of its establishment and needs to introspect instead of celebrating on the occasion. He said, “The citizens of the country had high expectations from this court. Although no one can deny the contribution of this court, but my personal view is that the apex court has not met the expectations of the citizens of India. ”
