Karnataka minister HK Patil said on Thursday that PN Desai, chairman of the Judicial Commission investigating the alleged Muda scam, has given a clean chit to Chief Minister Siddaramaiah and his family in the matter. The Commission headed by retired Judge PN Desai called Chief Minister Siddaramaiah and his family innocent in the allocation case of Mysore Urban Development Authority (MUDA). The Karnataka Cabinet on Thursday accepted the report, which also recommended legal action against the officials responsible for irregularities. The Desai Commission investigated the allegations that Siddaramaiah’s family was involved in an “illegal alternative site allocation scam” in Mysore between 2020 and 2024. The Commission concluded that the allocation of sites in the form of compensation cannot be called illegal. The PN Desai Commission, headed by the former judge of the Karnataka High Court, submitted its report to Chief Secretary Shalini Rajneesh on 31 July.

Law and Parliamentary Affairs Minister H.K. Patil said, “We (government) Justice P.N. A member commission was constituted under the chairmanship of Desai, which has submitted its report in two sections. The report clarified that there is no truth in the allegations against the Chief Minister and his family. It has been asked to take action against some officials on various grounds. We (the cabinet) have accepted the report and its recommendations. Talking to reporters about the decisions of the cabinet, he said that a clean chit has been given to the Chief Minister and his family. Earlier, the Lokayukta police also gave a clean chit to Siddaramaiah, his wife Parvati and two other accused in this case.

Meanwhile, a report by Justice HN Nagmohan Das Commission was also placed before the cabinet. The commission had investigated the alleged discrepancies in the works done by the Brihad Bengaluru Municipalities (BBMP) between 2019-20 and 2022-23. The BJP was in power at that time. Patil said that the cabinet has decided to withdraw 60 police matters related to farmers, students and Kannada workers etc. The minister did not share any further details on matters. The cabinet also approved the construction of 37.121 km long road with two corridors of the third phase of the Bangalore Metro Rail Project. The cabinet also approved the land lease to the Congress Bhavan Trust for the construction of the party office at Kopal, Badami. Also, the Karnataka Management Rules, E-evidence 2025 was also approved.

In the MUDA site allocation case, it has been alleged that Siddaramaiah’s wife was allotted 14 compensatory plots in a posh area of Mysore (third and fourth stages of the Vijayanagar layout), which was higher than her land “acquired” by MUDA. Muda had allocated plots to Parvati under the 50:50 ratio scheme in exchange for her 3.16 acres of land, where she developed a residential layout. Under this controversial scheme, Muda allocated 50 percent developed land to those who lost land in exchange for underdeveloped land acquired to build residential layouts. It was also alleged that Parvati had no legal rights on the 3.16 acre land located in Surveys 464 of Kasare village of Kasaba Hobli, Mysuru taluka. The Lokayukta police had earlier given a clean chit to Siddaramaiah, Parvati and two other accused in the case, stating that the allegations against them have not been proved in the absence of evidence. Siddaramaiah, his wife, his relative BM Mallikarjun Swamy, Devraju (from whom Swami bought the land and gifted Parvati to Parvati) and others are registered in the FIR lodged by the Lokayukta police.
