The proceedings of the Lok Sabha, the lower house of Parliament, were adjourned for the day on Monday and will now meet at 11 am on Tuesday (December 2). Slogans were raised repeatedly on the first day of the winter session of Parliament with the ruling party alleging that the opposition MPs were not allowing the House to function. From 11 am to 2 pm, the proceedings of the House were adjourned a total of three times and only about 50 minutes of legislative work took place. Union Finance Minister Nirmala Sitharaman introduced the Manipur Goods and Services Tax (Second Amendment) Bill, 2025 in the House for consideration and passing.

The Union Finance Minister said in the House amid repeated sloganeering that the Central Government has amended sections 121 to 134 of the Central Goods and Services Act of 2017, especially the Finance Act 2025. It was passed by the Parliament and enacted in 2024. These changes also become effective from October 2025 after more than half the states updated their GST. But unfortunately GST could not be implemented in Manipur on time as the state assembly was suspended.
Meanwhile, MP Krishna Prashant Teneti, sitting in the Speaker’s chair, urged the opposition MPs to maintain decorum and return to their seats where they could be heard properly. Please go back to your seats so I can hear you, I can’t hear you right now. If 20-40 people speak together, I will not be able to listen to you.

The sloganeering continued despite repeated requests, due to which the Speaker adjourned the House. The MP further said that do you want to listen to yourself or not? If you do not wish to have your say heard, the House is adjourned till Tuesday, December 2 at 11 am. Earlier, several opposition leaders raised slogans of “vote chor, gaddi chhod” in the House and demanded a discussion on the ongoing Special Intensive Revision (SIR) of voter lists across the country. These slogans continued to be raised throughout the day. Union Finance Minister Nirmala Sitharaman introduced the Health Care to National Security Cess Bill, 2025 and the Central Excise (Amendment) Bill, 2025. The bill was introduced in the House by voice vote.
