New Delhi. The Delhi government on Saturday claimed that Lieutenant Governor (LG) VK Saxena has returned the file on Finland teacher training program in “clear violation” of the Constitution and Supreme Court orders. The party has called him a ‘mini dictator’ (small dictator).

Officials said on Saturday that the Lieutenant Governor has given in-principle approval to the Delhi government’s proposal to send primary teachers of government schools to Finland for training with certain conditions.

Saxena while approving said that it may be wrong, but still he is approving the proposal in the interest of executive decision, he does not want to drag the issue into a chaotic mess. Saxena also mentioned in his approval that the Arvind Kejriwal-led government had refused to put on record the impact assessment of foreign training programs conducted in the past.

Hitting out at the LG, the Delhi government in a statement alleged that he withheld the proposal for four months after returning it and ensuring that it became futile as the training was to be held in December 2022 and March 2023. The Delhi government questioned the expertise of the LG to amend the proposal, saying it was prepared by SCERT, an expert body.

“It is very unfortunate that LG is acting like a ‘mini dictator’. Having deliberately rejected the entire programme, he has no right to take the high moral ground in this matter. According to the statement, “LG ​​has become a blocker in the way of development of Delhi. Their only aim is to stop all the good work of the government by any means.”

The return of the file with amendments on the part of the LG, the statement said, “is in gross violation of the Constitution and orders of the Supreme Court.” The government said that the LG in its revised proposal has asked for modification in the number of teachers to be sent for further training.

According to the government, the LG has also said that the number of such international training programs should be reduced in future and the batch of teachers being sent on training should be made trainers for the remaining teachers. Earlier in the day, a Raj Niwas official had said that a decision on the proposal was pending because of the Aam Aadmi Party government’s reluctance to provide details of impact assessment and analysis of foreign training programs conducted in the past.
