The Taliban government’s Afghan Foreign Minister Amir Khan Muttaki will visit India on 9 October. This will be the first high-level journey from Kabul to New Delhi since Taliban captured Afghanistan in August 2021. The United Nations Security Council has also given a temporary travel exemption between 9 to 16 October to Muttaki in view of the importance of this visit for both Kabul and Regional Powers. The United Nations Security Council wrote in a statement on 30 September 2025, as per Sankalp 1988 (2011), the Security Council Committee established from 9 to 16 October 2025 to visit New Delhi, India for traveling to Amir Khan Muttaki (Tai.026) for visit to India.

Earlier, there was a phone conversation between Foreign Minister S Jaishankar and Mottaki on 15 May in view of the increasing contact and engagement between the two countries. This was a big engagement of its kind about the Taliban by the Indian Foreign Minister. , With which the Foreign Minister also shared a post on X. In January this year, the meeting between Foreign Secretary Vikram Egypt and Mottaki was seen as a large diplomatic level talk after 2021.

What will be protocol for minister
India has not recognized the Taliban government. In such a situation, under which protocol he is doing this tour, there is no clarity about it. It is clear that the Taliban will seek India’s support in the case of Bagram airbase, but India will have to walk very carefully, as the relationship with the US is not already on the track.
