After the Pahalgam attack, there will be a mock drill of rescue methods during the war in 12 states and 2 union territories of the country on Wednesday (May 7) amid tension with Pakistan. The Ministry of Home Affairs has listed these areas as a civil defense district. These are different from general administrative districts.
Civil Defense Districts are divided into 3 categories based on their sensitivity. Catgary-1 is the most sensitive and category-3 less sensitive. On 5 May, the Ministry of Home Affairs issued orders to mock drills to all states.

Civil Defense Districts are different from administrative districts
The Ministry of Home Affairs released a list of districts with mock drills on Tuesday. Among them, districts have been divided on the basis of state -wise sensitivity. A total of 244 Civil Defense Districts in 25 states of the country have been kept between category-1 to 3.
In fact, the Ministry of Home Affairs have created 259 Civil Defense Districts in a total of 35 states and Center -ruled regions of the country. It is not necessary that these Civil Defense Districts should be the general administical district. As –
A total of 19 civil defense districts have been created in Uttar Pradesh. These include administrative districts like Kanpur, Lucknow, Mathura, and areas like Bakshi-Ka-P-P-Pore, Sarwasa which are in Lucknow and Saharanpur. Air Force Station is present here.

A total of 259 Civil Defense Districts are divided into 3 categories on the basis of their import or sensitiveness.
Category 1 is the district who is the most sensitive. There are a total of 13 such districts. For example, there is only 1 District in Uttar Pradesh – Bulandshahr category 1 as Narora Nuclear Plant is present here.
Similarly, there are 201 in category 2 while in category 3 has 45 districts.
On May 4, the army had a blackout exercise in the cant area and border villages in Ferozepur, Punjab. Darkness was kept in the entire area for 30 minutes, electricity was cut.

- Air red sirens: During the war, when the enemy attacks an aerial attack, the common people are alerted by playing sirens. On hearing the siren, people find out the attack and they have to go to safe places. During the mock drill, siren exercises are conducted so that people can be trained to get out of the danger place without panic and hide in a safe place.
- Blackout Exercise: If the lights are closed and black out during the enemy’s air strike, it will have trouble finding the hideout of attack. The enemy’s aircraft will not be able to hit the accurate target. In the dark, common people will be saved from getting into the enemy’s eye. For this reason, blackout exercises are done during the mock drill, so that people can practice reaching a safe place even in the dark.
The exercise was done on May 4 in the Ferozepur Constitution area between 09:00 and 09:30 pm. During this time all the lights were discontinued. Even the lights of trains were closed.

Why is the government getting a civil defense mock drill? Retired Lieutenant General Satish Dua says, “Civil defense mock drill is very important in the event of a war with Pakistan, so that if the attack is sent to the common citizens to safe places and they can be told measures to protect themselves.” Whenever there is war, people are killed on both sides. The situation of war is very terrible. In such a situation, an attempt is made with mock drills that more and more people can be saved in case of war.

In such a situation, India wants to tell from mock drill that we are ready for any situation under any circumstances. Due to this, mock drills are being done in areas adjoining the border of Pakistan. Anything can happen in the coming time.
There are 5 big reasons behind the civil defense mock drill-
- Preparing people: To teach people not to panic in the emergency, but to take the right step.
- Investigation of security schemes: To see whether preparations like blackout, withdrawal or siren are working well or not.
- Extending teamwork: Making coordination between administration, volunteers and common people, so that everyone in the real danger works unitedly.
- Improvement of flaws: If there is a mistake in the drill, such as siren is not heard or people go to the wrong place, it can be corrected in advance.
- Spreading awareness: To explain to people that their role in war or disaster is important.
