Foreign Ministry spokesman Randhir Jaiswal said that as far as our relations with Pakistan are concerned, our attitude is clear. Any relationship should be bilateral. We would like to reiterate that terrorism and conversation cannot run together. Negotiations on Jammu and Kashmir will be done only when the PoK is empty and when Pakistan handed over this area to us. As far as the Indus Water Treaty is concerned, it will remain postponed as long as Pakistan does not relinquish its support to terrorism across the border. As Prime Minister Narendra Modi says, terror and conversation cannot run together, terror and business cannot run together, and water and blood cannot flow together.

The Indus Water Treaty (IWT) between India and Pakistan was signed on 19 September 1960. The Indus river system includes three Eastern rivers (Ravi, Beas and Sutlej and their tributaries) and three Western rivers (Indus, Jhelum and Chenab and their tributaries). According to the treaty, India controls about 20% of the total water of the Indus system, while Pakistan was getting about 80%. On 23 April, the Ministry of External Affairs (MEA) announced several strict measures in response, including postponing the Indus Water Treaty with immediate effect.

In fact, in 1960, there was a Indus Water Treaty in the presence of the World Bank between India and Pakistan. Under this treaty, Pakistan received water from 3 out of 6 basin rivers. Indus, Jhelum and Chenab while India got the water of Ravi, Vyas and Sutlej. But now when India decided to teach Pakistan a lesson after the Pahalgam attack, the first step to suspend the Indus Water Treaty. 80 percent of Pakistan’s farming and 30 percent power projects are on Indus water. Pakistan’s back broke when the water stopped.
