The central government on Friday told Parliament that India has received information about making two new counties of China (towns), some part of which comes in Ladakh. The government said that its diplomatic protest has been lodged in a diplomatic manner.
Minister of State for External Affairs Kirti Vardhan Singh said in a written reply to a question in the Lok Sabha,
China’s illegal occupation on Indian land has never been accepted. Creating new counties will neither affect the situation of India on this area nor will it give any validity to the illegal and forced possession of China.
China’s county like municipality in India
- 2 new counties have been built in the Hetan area in Shinjian, close to Ladakh.
- County is an administrative unit in China. This is called ‘Shyen’.
- There is a unit below the county municipalities, it can be called a town.
- Both rural and urban areas may come in a county.
China announced to create two new counties in December
In December last year, China announced to build two new county hauns and hekang in Hetan province. Then India had clearly said that some areas present in these counties are part of the Union Territory of India, Ladakh and China’s claim is completely illegal.
Then China also announced to build a dam on the Brahmaputra River. India also objected to this.
Minister said- focus on infrastructure close to border
The Ministry of External Affairs was asked whether the government is aware of making two counties of China in Hetan province, including Indian areas associated with Ladakh? If yes, have the government taken strategic and diplomatic measures to solve this issue?
In response, the Minister of State for External Affairs said that the Government of India is aware of this. The government knows that China is developing infrastructure near the border. He said that the government is paying special attention to the improvement in infrastructure in the area near the border, so that the development in these areas can intensify and also meet India’s strategic and security needs.

Road-pull and tunnel network increased
The Minister of State for External Affairs said that in the last decade (2014-2024), budget allocation has been increased to develop infrastructure in areas near the border. He said that Border Roads Organization alone has spent three times more than the previous decade.
He said that road networks, bridges and tunnels have increased significantly more than before. This has helped in giving connectivity to the local population and providing better logistics to the soldiers.
The minister said that the government always keeps an eye on all the events affecting India’s security and takes all necessary measures to protect its sovereignty and regional integrity.
