The Ministry of Home Affairs has already shifted to this building. It is being told that the Ministry of Rural Development, Ministry of External Affairs, Personnel, Petroleum and Natural Gas and Micro, Small and Medium Enterprises are also being transferred in it. Duty Bhavan-3, which is being inaugurated, is part of the comprehensive change of Central Vista. According to the release, it is the first of the many upcoming Common Central Secretariat buildings that aim to organize administrative processes and enable tight governance. The project is a symbol of the government’s broad administrative reform agenda.

According to the release, by keeping the ministries together and adopting the state-of-the-art infrastructure, the Common Central Secretariat will improve inter-ministerial coordination, accelerates policy implementation and promote an responsible administrative ecosystem. Currently, many major ministries work from old buildings such as Shastri Bhavan, Krishi Bhawan, Udyog Bhawan and Nirman Bhawan built between the 1950s and 1970s, which are now structurally old and disabled. New features will reduce the cost of repair and maintenance, increase productivity, improve the welfare of employees and improve overall service distribution.

The Prime Minister’s Office said that this building has been designed to promote efficiency, innovation and cooperation by bringing together various ministries and departments spread across Delhi. These ministries were previously located in Krishi Bhawan, North Block, South Block, Udyog Bhavan and Shastri Bhavan. The government said that the office of the Principal Scientific Advisor will also be transferred to this building. The campus will be spread over 1.5 lakh square meters, which will have two basements, surface and six floors.

According to the PMO release, this new building will be an example of modern governance structure which will include IT-Taiyar and safe workplace, ID card-based entry control, integrated electronic monitoring and a centralized command system. It will also promote stability, targeting Griha-4 ratings with double-glated front, roofing solar, solar water heating, advanced HVAC (heating, ventilation and air conditioning) systems and rainwater harvesting. This feature will promote environmental awareness through zero-trans-destiny waste management, internal solid waste processing, e-vehicle charging stations and wide use of recycled construction materials.

As the zero-water extraction complex, the duty building treats and reuses waste water to meet a large part of its water requirements. This building uses recycled construction and demolition waste in masonry and paving blocks, makes light dried partitions to use upper soil and reduce structural loads, and has an internal solid waste management system. The building is designed to use 30 percent less energy. It has special glass windows to keep the building cool and reduce external noise.
