The Central Government has made a historic change in the administrative structure of Punjab University, dissolving the 59-year-old Senate and Syndicate with immediate effect. The order was issued on October 31 and will be effective from November 5.
This is the first time that the highest decision-making body of the university, which was established in 1882 and reconstituted in Chandigarh after 1947, has been completely abolished.
Sukhbir Badal also strongly condemned the central government’s decision to dissolve the Senate of Punjab University and end Punjab’s participation in it. He said that it is an insult to the federal structure of the country and an attack on the educational and intellectual infrastructure of Punjab, especially on the occasion of Punjab Divas, for the establishment of which thousands of Punjabis have sacrificed. The central government has inflicted yet another unbearable wound to Punjab by issuing this unilateral ordinance, without regard for Punjab and by depriving Punjab of its glorious heritage. Sukhbir Badal said that the people of Punjab, intellectuals and scholars should come together and raise their voice against this decision.
After the approval of Union Home Minister Amit Shah, the Chandigarh administration issued a notification under Section 20(1)(a) of the Punjab University Act, 1947. The University will now be governed by a Board of Governors (BoG) headed by a Vice-Chancellor (VC). This board will consist of representatives of Central Government, UGC and Chandigarh Administration.

Following the central government order, there will be no senate elections in the university and no undergraduate electorate representation. Previously, the 91-member Senate and 15-member Syndicate determined the university’s policies and budget. This authority will now be transferred to the newly appointed board.
