Describing the incidents of stray dog bites as “extremely serious”, a bench of Justice JB Pardiwala and Justice R. Mahadevan issued several instructions and warned of strict action against a person or organization for obstructing the work, which could also initiate the court contempt proceedings.

Delhi Chief Minister Rekha Gupta said that the problem of stray dogs has taken a formidable form and he assured that the government will soon bring a policy and implement the order of the Supreme Court in a planned manner. The Supreme Court on Monday directed the officials to remove all stray dogs from Delhi-NCR areas and keep them in shelter sites and said that these dogs would not return to the streets. The apex court was hearing a case started on July 28, taking cognizance of the rabies due to stray dog bites in the national capital.

Gupta said in a press conference, “People of Delhi are fed up with stray dogs. We are discussing this issue. The Supreme Court instructions are important. We want to provide relief to the people. The problem of stray dogs has taken a formidable form. We will make relief to the people by making a policy.”

The Delhi government has also held several meetings on this issue. Last week, Minister Kapil Mishra had said that the government will bring a human policy. Passing several instructions to deal with the incidents of dog bites, the court warned that strict action would be taken against him if a person or organization would obstruct stray dogs to lift the stray dogs. A bench of Justice JB Pardiwala and Justice R. Mahadevan said that at present, a shelter home should be built for about 5,000 stray dogs and a sufficient number of employees should be deployed for castration and vaccination of dogs. The bench said that stray dogs should be kept in shelter sites and should not be released in roads, colonies and public places.
