CBI files case against two hospitals in Kanpur for irregularities in CGHS bill

The Central Bureau of Investigation (CBI) has booked two hospitals in Kanpur for alleged irregularities in CGHS bills and payments. Officials gave this information on Wednesday. Officials said that hospitals issued bills for patients who were not even admitted there.

The CBI has registered a case against Kanpur’s Rajini Hospital and Taurus Hospital after an investigation report by the CGHS directorate found gross irregularities, lack of proper infrastructure and violation of empanelment criteria.

The Central Government Health Scheme (CGHS) provides concessional treatment to serving and retired employees of the Central Government and certain autonomous organizations for which all hospitals, including empaneled private hospitals, are reimbursed by the Government.

The CGHS directorate had constituted an inquiry committee which had pointed out the lack of infrastructure, basic medical facilities and critical equipment at Rajini Hospital.

The hospital was providing services without meeting basic health care standards, violating panel norms, yet submitting overpayment claims and payments were made without any proper investigation.

“The inquiry committee examined the records of the National Health Authority which revealed that Rajni Hospital, Kanpur has claimed a total of Rs 39.34 crore, out of which Rs 27 crore has been paid from CGHS, Kanpur since June 2021,” the report alleged.

On the basis of this report an FIR was registered. Regarding Taurus Hospital, the report noted “a trend of questionable billing with a sudden increase in medical claims” after the ownership change.

“As per the investigation report, more than Rs 1.24 crore has been paid to Taurus Hospital during 2024-25 in respect of medical claims of various CGHS beneficiaries,” the FIR said.
