He said that the responsibility of recognizing future rebirth is on the members of the Gaden Fodrang Trust, the Dalai Lama Office, who should consult a reliable religious guards who have been integrally associated with various heads of Tibetan Buddhist traditions and the lineage of the Dalai Lama.
