The Central Administrative Tribunal (CAT) has said that the Royal Challengers Bangalore (RCB) did not take proper permission or consent from the police before announcing the team’s victory parade outside the Chinnaswamy Cricket Stadium on 4 June. Justice BK Srivastava and administrative member Santosh Mehra said in an order in the Bangalore Peeth of the Tribunal that prima facie it appears that RCB is responsible for the crowd of about three to five lakh people. RCB did not take proper permission or consent from the police. Suddenly, he posted on the social media platform and the public gathered as a result of the above information.

The bench made the remarks against senior IPS officer Vikas Kumar Vikas, quashed at the Karnataka government’s suspension order, which was taken action in view of a deadly stampede that took place here last month. After the IPL 2025 campaign, 11 people died in the stampede during RCB’s victory celebrations, which was severely criticized by planning and mob management. In view of the stampede, the Karnataka government suspended three senior IPS officers – Bangalore Police Commissioner B Dayanand, DCP Shekhar H Teknavar and Additional Commissioner of Police Vikas Kumar Vikas.
Vikas challenged the government’s suspension order on 5 June before the tribunal, including the names of the other two senior officials.
In its order, the tribunal said that the police was unable to make proper arrangements for the function due to lack of time. The tribunal said that the police were not given enough time. The public was present on the streets of Bengaluru all night of 3 to 4 June 2025 and the police was managing the said public. Another ceremony was organized by the state government in the Vidhan Saudh campus. Police force was also deployed there.
