Finance Minister Nirmala The economic survey presented by Sitharaman on Tuesday recorded a significant increase in government spending in the social sector. By January 4, 2023, about 22 crore people were getting benefits under the Ayushman Bharat scheme. Along with this, more than 1.54 lakh health and wellness centers are also being operated in the country. The survey states that the budgeted expenditure of the central and state government on the health sector is expected to reach 2.1 per cent of GDP in FY23 and 2.2 per cent in FY22, compared to 1.6 per cent in FY21.
Expenditure on social sector increased rapidly
Social sector expenditure increased from Rs 9.1 lakh crore in FY16 to Rs 21.3 lakh crore in FY23. The survey highlights the findings of UNDP’s 2022 report on the Multidimensional Poverty Index. It states that between 2005-06 and 2019-20, 41.5 crore people in India came out of poverty. The Aspirational Districts Program has emerged as a template for good governance. The ISHRAM portal has been developed especially in remote and difficult areas and to create a national database of unorganized workers, verified with Aadhaar. More than 28.5 crore unorganized workers have been registered on the Ishram portal by December 31, 2022.

FY22 saw an improvement in the Gross Enrollment Ratio (GER) in schools and improvement in gender parity. Primary-enrollment of girls as well as boys in grades one to five has improved as a percentage of the population aged 6 to 10 years. Out-of-pocket expenditure as a percentage of health expenditure declined from 64.2 per cent in FY14 to 48.2 per cent in FY19 due to several steps taken by the government on health. There has been a steady decline in infant mortality rate (IMR), under-five mortality rate (U5MR) and neonatal mortality rate (NMR). Till January 6, 2023, more than 220 crore doses of Kovid vaccine were given.
