Hearing of Bhakra Beas Jal Vivav case in Punjab and Haryana High Court.
The Punjab government will be heard in the Punjab and Haryana High Court today on a review petition filed by the Punjab government amidst the ongoing water dispute in Haryana and Punjab. The court had asked to follow the order given at the meeting held on May 2. There is talk of giving additional water to Haryana

BBMB chairman filed an affidavit
Actually, water dispute was going on in Punjab and Haryana for several days. Meanwhile, on May 8, BBMB chairman reached Bhakra to release water. There he stopped people and AAP leaders from releasing water. He was also held hostage. After this, CM Bhagwant Mann himself reached Bhakra. He said that the Water Resources Minister of Backk, led by the Union Home Secretary on May 2, is released.
Till then no action should be taken. During this, BBMB filed a petition in the case. Bhakra Beas Management Board (BBMB) chairman Manoj Tripathi said in the affidavit that the Punjab Police interrupted him and his officials in the dam operation. The court has asked the Punjab government to identify the police personnel who hurried in the work. After this, the Punjab government had acted in this matter.
The government argued this in court
The state government spokesman said that during the live court proceedings on May 8, 2025, BBMB Chairman Manoj Tripathi admitted that he was only surrounded by local citizens and the Punjab Police had helped him to get out safely. However, in an affidavit given on May 9, 2025, Tripathi alleged that he was kept in illegal custody, which was completely contrary to his previous court statement.
As a result, the Punjab government used Section-379 of the Indian Civil Protection Code (BNSS), 2023, which requested the Hon’ble High Court to initiate an investigation into an offense under Section-215 of BNSS, which intentionally relates to submitting false affidavits. In addition, the state has demanded to initiate contempt of court against both Tripathi and Sanjeev Kumar, Director (Water Regulation) to deliberately disregard the order of the High Court of May 6, 2025.
