BBMB president told the whole story in the High Court …

1. Information given to the police before the tour

‘I planned to visit the important establishments of the Bhakra Nangal Project from 9 am on 8 May 2025 due to the ongoing tension between India and Pakistan. The visit was reported to SSP, Rupnagar at 8.19 am, a copy of which was sent to DC, Rupnagar and Joint Secretary, Hydro, MOP, requesting necessary police protection during the tour. The information was also given by the official staff to the SSP Rupnagar office on the telephone.

2. prevented from going to Nangal Dam

The BBMB president in the High Court said, “He left for Nangal Dam with security.” Director, Safety, BBMB was not allowed to enter the Nangal Dam campus by two unidentified persons and the local police requested that visit to Nangal Dam could cause law and order problems. We requested to accompany him to Nangal Guest House where the Chief Minister, Punjab is coming soon. It was found that the Nangal Dam complex was closed. Me and the director, security officers could not enter the dam premises.

3. Reach the guest house by another route

The chairman wrote in the affidavit, on reaching Nagal, he could not enter the guest house from the main gate, as a lot of people gathered at the gate and the main gate was closed, so they managed to enter the guest house by another. After reaching the guest house, I repeatedly asked the police personnel about the visit of Chief Minister Punjab and repeatedly said that wait a few minutes. In this way, more than two hours were wasted. Me and the Director Security could not visit the important estate of the Bhakra Dam to review the security system of Bhakra Dam.

4. Relatives told police detained

In this process of waiting till I, I and other BBMB officials received many calls from friends and relatives that the Punjab Police has taken me and the BBMB food officials into custody in the guest house. The security staff of the chairman, BBMchi said that all the people have gathered and the main gate of the guest house has been closed.

After me constantly requested that he and his officials be allowed to go out to perform his official duties, but the Punjab police personnel asked him to leave the campus Nangal and took me and BBMB officials out of the campus.

5. The crowd beat up my vehicles

BBMB said in his oath, “While going from the guest house premises, many people gathered, shouted and tried to stop the arms and some of them also hit the vehicles with hands.” The problem of law and order was not being managed properly by the Punjab Police, so I and BinMchi returned to Chandigarh. Although the police personnel escaped me to the vehicle, they did not allow me to go into important procedures of the project.

6. 200 cusecs of water arrived to close Anandpur DSP

The chairman said, ‘Police personnel took me to the Sutlej Sadan. According to the demand letter given by Haryana, after the board’s resolution of the board for release of water and the approval of the BBMB officials, the BBMB also persuaded the employees to release 200 cusecs of water at 9 am and release water in Nangal Hydel at the rate of 100 cusecs per hour in the Nangal Hydel. Canal wire number 74 was released on 8 May. I was told that DSP, Anandpur Sahib reached Lohnd Control Office at around 10 am and asked him to return 200 cusecs of water growth, which was implemented from 9 am. However, he refused to follow the DSP’s instructions.

HC’s Punjab reprimanded in contempt hearing

The Punjab and Haryana High Court on Friday took a tough stand on the ongoing dispute between Punjab and Haryana over water sharing from Bhakra Nangal Dam. The court said that the Punjab government should assure that the decision of the High Court will be implemented, otherwise the notice of contempt will be issued to the Chief Secretary and DGP. The Punjab government objected to this. Said to be given time to file an answer. Also demanded to postpone the hearing by Monday.

A division bench of Chief Justice Sheel Nagu and Justice Sumit Goyal said that the hearing can be postponed by Monday if the Punjab government assures. Otherwise contempt action will be taken. The Punjab government said that the matter is sensitive. People’s feelings are attached. Therefore, we cannot give assurance right now. Time should be given for this.
