Chief Minister Nitish Kumar attended a dialogue program organized with NDA workers at Banjariya police station, Chaulaha Bazar Maidan in East Champaran district today. During this, while addressing the workers, the Chief Minister said that all of you have appeared here in large numbers, I greet you. We are constantly engaged in advancing Bihar since 2005. You all know that the earlier government did not do any work. Earlier, Bihar had a very bad condition. There was no development work, while the public gave them a chance to 15 years. At that time, after the evening people were afraid to get out of the houses. There was a lot of controversy in the society. There was no arrangement for studies and treatment. The roads were dilapidated. The power supply used to be negligible. It has been 20 years since we have done development work. Now there is no atmosphere of fear and fear in the state. There is an atmosphere of peace all around. We started the siege of cemeteries from the year 2006 itself. Now a large -scale cemeteries have been sieged. Now there is no quarrel between Hindu and Muslim. Earlier there used to be incidents of theft in temples, in view of which temples more than 60 years old are also being sieged. Work is being done to pursue every section. A large number of schools were opened and employed teachers were reinstated to improve education status in Bihar. 2 lakh 58 thousand government teachers have been reinstated through Bihar Public Service Commission and the restoration of teachers is going on further. They have been made a government teacher after taking a minor examination of employed teachers. So far, 2 lakh 62 thousand employed teachers have become government teachers. Thus a total of 5 lakh 20 thousand government teachers have been reinstated.

The Chief Minister said that before 2005, Bihar’s health system was quite bad. At that time only 39 patients used to reach the Primary Health Center for treatment per month. We have ensured free arrangements for medicine and treatment in all government hospitals since 2006. As a result, on an average, 11 thousand 600 patients are reaching the primary health center for treatment. Earlier there were only 6 medical colleges in Bihar, now their number has increased to 12. Work is being done rapidly towards setting up medical colleges in 20 districts, work is going on in the remaining 7 districts to establish medical colleges. Development work is being done in every way. Out of all the 6 old medical colleges, Patna Medical College and Hospital are being expanded and 5400 beds and 5 other old medical colleges are also being made of 2500 beds. IGIMS has been expanded and made of 3 thousand beds. A large number of roads and bridges and bridge have been constructed in the state. In 2016, we set a 6 -hour target of reaching Patna from remote areas of Bihar in 2016. After achieving that goal, a target has been set to reach Patna from any corner of Bihar in 5 hours. Large scale work is being done for this.
The Chief Minister said that in the year 2015, under the seven decision scheme, every house has been provided with other basic facilities including electricity, every house tap water, construction of toilets, construction of paved street and drain to every house. In the year 2020, the benefits of rural solar street lights, Bal Hriday Yojana etc. are being made available to the people under the seven-scheduled scheme-02. In the year 2020, a target was set to provide 10 lakh government jobs and 10 lakh jobs to the youth. So far, 10 lakh youth have been given government jobs and 39 lakh people have been given employment. More than 50 lakh jobs and employment will be given before the upcoming assembly elections. We have now decided that one crore youth will be given jobs / employment in the next 5 years.
The Chief Minister said that Bihar’s budget is continuously increasing. Special emphasis has been laid on women empowerment. We have given 50 percent reservation to women in Panchayati Raj institutions since the year 2006 and in the elections of the municipal body since 2007. Under this, 4 elections have been completed so far. A large number of women have come up. Work is being done at every level to make women self -sufficient. In the year 2013, 35 percent reservation has been given to women in the restoration of police and 35 percent reservation for women in all government services in the year 2016. The number of self -help groups in Bihar was quite low earlier. We started increasing its number by taking loans from the World Bank in the year 2006. We gave the names of women associated with self -help groups, Jeevika Didi, due to which the central government of that time lived its name across the country. The number of women associated with self -help groups in Bihar has increased to 1 crore 40 lakhs. Since 2024, self -help groups have also been formed in urban areas. So far 3 lakh 85 thousand livelihoods have been added to it. The teachers who teach them by giving government recognition to the madrasas are being given equal pay to the government teacher. In the year 2023, the economic situation of the people was assessed by making caste -based calculations in Bihar and poor families were also identified. Under this, 94 lakh poor families were identified, which started giving financial assistance of Rs 2 lakh to connect with employment. Now we have decided that simultaneous assistance will be provided to all such identified families, for which a high -level committee has been formed.
The Chief Minister said that the development of Bihar is taking place very fast and with the cooperation of all of us, it will continue to happen in the same way. In the month of December 2024 and January-February of 2025, during the Pragati Yatra, I went to all the districts and saw the development works and have approved 430 new schemes to meet the shortage which will cost Rs 50 thousand crore. All these schemes are working fast. Recently we have taken some new steps, which will benefit everyone a lot. The government will construct a marriage building in all the panchayats to organize a wedding ceremony in the villages. An amount of Rs 4 thousand 26 crore will be spent on this. The interest of the loan from banks to Jeevika Didis has been reduced from 10 to 7 percent. The amount received by all the personnel of livelihood has been increased to double. The price of food in Didi’s kitchen has been reduced from Rs 40 to Rs 20. The honorarium of all the representatives of the panchayat, ASHA workers, kitchens, Anganwadi servants and assistants, agricultural advisors etc. has been increased. The amount of pension received by all the elderly, disabled and widow women has been increased from Rs 400 to Rs 1100. A large number of people are benefiting from this. Electricity was delivered in the year 2018. Electricity has been provided by the government at a very cheap rate from the beginning. Now almost all domestic consumers are being given electricity free. Solar panels will be installed on the homes of all interested people on behalf of the government. Recently, a new scheme for women’s employment has been approved by the Chief Minister Mahila Employment Scheme, which will benefit all women including Jeevika Didis. Under this, a woman of every house will be given an amount of Rs 10,000 to start employment. Those whose employment will go well, additional assistance of up to Rs 2 lakh will also be given. This work will start from this September. Bihar’s budget is continuously increasing. At the time of the formation of a new government in the year 2005-06, the budget of the state was only 28 thousand crore rupees, which was increased to 34 thousand crore rupees in the year 2006-07 and this growing growing has now been more than 3 lakh 16 thousand crore rupees.

The Chief Minister said that the central government is getting full support in the development of Bihar. In the Union Budget of 2024, Bihar was announced to give a large amount for road, industry, health, tourism, flood control as special financial assistance to Bihar. The Union Budget of 2025 also announced the establishment of Makhana Board in Bihar, the establishment of Green Field Airport, Financial Assistance for Western Kosi Canal, Establishment of National Level Food Processing Institute and Patna IIT expansion. Khelo India Youth Games are being organized by the Central Government in some states of the country since the year 2018. This year, Bihar got the responsibility of organizing the Games India Youth Games 2025, which is a matter of pride. These days the respected Prime Minister has come to Bihar many times and has inaugurated / laid the foundation stone of many development works. For all this, he expresses gratitude to the respected Prime Minister Shri Narendra Modi and thanks him.
The Chief Minister said that many works have been done in Narkatia assembly constituency, including construction of additional primary health centers and 2 health and wellness centers. Many paths and bridges have been constructed. Raxaul to Chhaodano Path has been constructed. The road has been constructed from Ghatuha River Bridge to Phulwaria Ghat. The road has been constructed from the square to Raghunath Bazaar. 122 rural roads and 7 bridges have been constructed in this assembly constituency. You know that now almost everyone is being given free electricity. To get maximum electricity to all, 2 power sub -centers and 3 agricultural feeders have been constructed in this assembly. Eastern Gandak Canal has been renovated for irrigation in this assembly. Also, Sikarhana right embankment is being constructed. We have worked for everyone, whether it is Hindu, Muslim, upper cast, backward, very backward, Dalit, Mahadalit. There will be more work in Bihar ahead and whatever deficiency will be met. Bihar will contribute significantly to the progress of the country.
The Chief Minister said that many development works have been done in East Champaran district. Buildings have been constructed here in the east -run engineering college. Polytechnic Institute has been established which is operated from its newly constructed building. ITI has been established in women’s ITI and all subdivisions. The work of establishing a medical college and hospital in Motihari is going on. GNM Institute and Para Medical Institute has been established. A Champaran auditorium of 2 thousand capacity has been constructed in Motihari. Many paths and bridges have been constructed in East Champaran district. A seventy ghat high -level bridge has been constructed on the Gandak river between East Champaran and Gopalganj. The work of 12 meters widening of Motihari-Raxaul path has been done. 271 panchayat government buildings of East Champaran district have been constructed, the work of the remaining panchayat government buildings is going on fast, which is completed this year.
Will go During the Pragati Yatra on 24 December 2024, we came to East Champaran district. Whatever was left here, 11 schemes have been approved after assessing it. Work is going on on all these schemes. Sugarcane farmers have been benefited by increasing the procurement price of sugarcane. A bridge is being built on the Ghanauti river to connect Motihari city to Kotwa. Shri Sameshwarnath temple complex is being developed in Areraj. The embankment will be constructed to prevent floods on Bangri river. A paved road will be constructed on the right embankment of Bagmati river. The road is being widened on the dam from Madhubani Ghat to Madhubani Bazaar. Horse racing pokhar is being renovated and developed as a tourist destination. The premises and contact paths of Sitakund Dham are being developed. Construction of a bridge over the Budhi Gandak River in Ibrahimpur village has been started. The road is being constructed from Chiraiya Shanti Chowk to Ghodashan. Gandhi High School, Barharwa Lakhansen is being developed. He said that whatever shortcomings were found, work has been done to remove it. Center is getting full support
