Sansad Diary: Lok Sabha and Rajya Sabha adjourned indefinitely, uproar monsoon session

The proceedings of both the houses of Parliament were adjourned indefinitely on Thursday, with which the 21 -day monsoon session of Parliament ended. On the last day, the proceedings were postponed several times and opposition parties continued their protest against Bihar SIR and alleged vote theft. It was a ruckus since the beginning. From the very first day, the opposition started a tremendous uproar over this SIR, which continued till the last day. The proceedings of both houses continued to be interrupted. However, during the discussion on Operation Sindoor, there was less ruckus in both houses.

Lok Sabha proceedings

The Lok Sabha meeting was adjourned indefinitely on Thursday, in which 12 Bills were passed without discussion or with brief discussion. The Lok Sabha Speaker expressed disappointment to the opposition parties for maintaining a deadlock in the proceedings in the monsoon session, saying that the employed manner created disruption in the functioning of the House which is not in accordance with democracy and dignity of the House. The fifth session of the eighteenth Lok Sabha started on 21 July in which 14 government bills were introduced and 12 bills were passed. These include the Goa Bill 2025, Merchant Shipping Bill 2025, Manipur Goods and Services Tax (Amendment) Bill, 2025, Manipur Appropriation (No. 2) Bill 2025, National Sports Administration Bill 2025, National Sports Administration Bill 2025 and National Anti-Doping (Amendment) Bill 2025.

Apart from these, the Income Tax Bill 2025, Taxation Act (Amendment) Bill 2025, Indian Port Bill 2025, Mineral and Mineral Development (Regulation and Amendment) Bill 2025, Indian Institute of Management (Amendment) Bill 2025 and Online Sports Promotion and Regulation Bill, 2025 were also passed in the Lok Sabha. The Lok Sabha decided to send the ‘Constitution (130th Amendment) Bill, 2025’, ‘Union Territory (Amendment) Bill, 2025’ and ‘Jammu and Kashmir restructuring (amendment) Bill, 2025’ and ‘Jammu and Kashmir restructuring (amendment) bill, 2025’ to the Joint Committee of Parliament to the Joint Committee of Parliament. On 28 and 29 July in the House, special discussion on Operation Sindoor was completed without any interruption, which was answered by Prime Minister Narendra Modi.

Rajya Sabha proceedings

The 268th session of the Rajya Sabha was postponed indefinitely on Thursday and during the session, where there was a continuous deadlock due to the heavy uproar by the opposition over the discussion on the issue of special intensive test (SIR) of the voter list in Bihar, many important Bills were passed after brief discussion amidst the uproar. During the session only 38 percent work was done. Deputy Chairman Harivansh said in his remarks at the end of the session that due to the uproar, the House could only work in 41 hours and 15 minutes and the house was only 38.88 percent of the functioning which is very disappointing. On the very first day of the session, outgoing Vice President Jagdeep Dhankhar submitted his resignation to the President late in the evening, which was later accepted. During the entire session, the opposition’s constant uproar on the issue of SIR and shouting slogans in front of the seat could not run a single day and the question hour in a normal manner. Also, there was no NGO during this period.

Parliament on Thursday approved an important bill to regulate online gaming and promote educational and social online games and Electronics and Information Technology Minister Ashwini Vaishnav said that there is a huge evil in the society, which has been brought to this bill to avoid.
