The Greater Hyderabad Municipal Corporation (GHMC) has issued an order to close all animal slaughterhouses and retail beef shops on August 15 and 16 on the occasion of Independence Day and Janmashtami. This directive was issued by GHMC Commissioner RV Karnan under Section 533 (B) of GHMC Act, 1955 and informed the Police Commissioners of Hyderabad, Sibrabad and Rachakonda for enforcement cooperation.

Legal and political dispute
A petition filed in the Telangana High Court has argued that Section 533 (B) of the GHMC Act does not give a clear right to the commissioner to implement a completely vocational closure without giving any specific reasons. The court has directed the GHMC to clarify the legal basis of its order, referring to Article 14 and 19 (G) of the Constitution and possible violations of the right to trade and livelihood. Further hearing of this case will be held in court on 13 August (Wednesday).

Political criticism
This instruction has been criticized by several political leaders including Hyderabad MP Asaduddin Owaisi. Owaisi has argued that this order “rigid and unconstitutional” has argued that it improperly restricted personal rights, dietary freedom and livelihood in a pluralist society. GHMC has tasked the municipal and police officers to ensure the shutdown on the specified dates. There are examples of similar restrictions on the sale of meat around public holidays and festivals in India, but the 2025 order in Hyderabad is under intensive investigation due to its legal, social and political implications. Although GHMC’s bandh order for August 15 and 16 attempts to follow the traditions of festivals, but currently a legal challenge and political debate about its validity and social impact.
