Goa Legislative Assembly passed a bill to declare unauthorized houses on government land valid

The Goa Legislative Assembly has passed the Goa Land Revenue Code (Amendment) Bill 2025, under which unauthorized houses on government land will be valid (regular) before 28 February 2014.

The Bill, introduced by Revenue Minister Atanasio Monserate on Thursday, provides for adding a new section ’38A ‘in the Goa Land Revenue Code, 1968 which will give the Deputy District Magistrate the right to legalize such encroachments.

The bill was passed amidst the opposition debate in the House. The opposition expressed concern that this bill will benefit non-Govas. According to the Bill, regularization of a structure is subject to payment of occupational value, which will be notified separately by the government.

Chief Minister Pramod Sawant told the House, “This applies only to the landless Goa residents who are living in the state at least 15 years before the due date and who do not have any other land, house, flat or property.”
